- DoD's Rapid Innovation Fund Broad Agency Announcement - Updated 09-28-2011 This standardized Quad Chart Template must be used by offerors to create their Quad Chart. The purpose of amendment 0001 is to incorporate changes into the RIF BAA and answers questions that have been submitted. The purpose of amendment 0001 is to incorporate changes into the RIF BAA and answers questions that have been submitted. The final cut-off date for questions is Friday, October 7, 2011. The attached Broad Agency Annoucement (BAA) issued under the provisions of the Federal Acquisition Regulation (FAR), Subparts 6.102(d)(2) and 35.016, provides for the submission of White Papers in support of the Department of Defense's Rapid Innovation Fund (RIF). The DoD Components participating in this BAA include the U.S. Special Operations Command (USSOCOM), Defense Threat Reduction Agency (DTRA), Missile Defense Agency (MDA), and the Joint Science and Technology Office for Chemical and Biological Defense (CBD). The RIF program was established to facilitate the rapid insertion of innovative technologies into military systems or programs that meet critical national security needs, such as those supporting the resolution of operational challenges characterized by Joint Urgent Operational Needs (JUONs). The RIF program also intends to facilitate innovative technologies that show a clear transition path to fielding the technology into existing Acquisition Category (ACAT) programs or other defense acquisition programs.
