- In accordance with FAR 6.302-1 (b) (1), Pearson is the only responsible source for the following Special Education Assessments and Materials. No other product will satisfy the DoDEA-Pacific Special Education requirement. The statutory authority for this non-competitive action is 10 U.S.C. 2304 (c) (1). Description of Supplies : This procurement action is to purchase: 30-Vineland-II Survey Forms Starter Set with ASSIST •· 30-Vineland-II Expanded Interview Record Booklets •· 30-Vineland-II Teacher Rating Forms 30-Vineland-II Teacher Rating Form Report to Parents and Caregivers 26-Behavioral Assessment Scale for Children-2 Assist Starter Set (BASC-2) 26-Behavioral Assessment Scale for Children-2 Intervention Software (BASC2) 26-Wechsler Intelligence Scale for Children-IV Writer (WISC-IV Writer) 25-Wechsler Intelligence Scale for Children-IV, (WISC-IV) Integrated Record Forms 25-WISC-IV Integrated Response Booklet 25-Wechsler Nonverbal Scale of Ability (WNV) Record Forms 25-WNV Response Booklets 30- Clinical Evaluation of Lang. Fundamentals- 4th (CELF- 4) Preschool-2 Record Forms 30-CELF-4 Record Form 1 (ages 5-8) 30-CELF-4 Record Form 1 (ages 9-21) 30-Khan-Lewis Phonological Analysis, 2nd Edition (KLPA-2)Analysis Form 30-Goldman-Fristoe 2 Record Forms (GFTA) Reason for Authority Cited : The Vineland, BASC-2, WISC-IV, CELF-4, KLPA-2 & GFTA assessment materials are recognized and endorsed by DoDEA as core components of assessments utilized for essential Special Education processes and decisions. These materials are replenishment items and essential to support the materials currently deployed by DoDEA in the schools. These materials are in use throughout DoDEA Pacific by school psychologists and Special Education Assessors. These assessment materials are recognized to have superior properties for the purpose of evaluating student strengths and weaknesses in cognitive, linguistic, adaptive, and academic domains. These materials are employed system wide (throughout DoDEA) and therefore continuity of information is essential. All staff must be using the same assessment techniques to ensure clinical and procedural consistency in the placement and planning decisions that are generated through the Special Education assessment process. There are no alternative assessments that can be used in place of these products and retain compliance with DoDEA recommended assessment practices as indicated in the DoDEA Special Education Procedural Guide. These materials are proprietary to the Pearson Publishing Company in terms of both authorship and distribution availability. Pearson Publishing is the author/developer of these tests and they are also the sole vendor for these products as well. No other vendors are authorized to license or sell/distribute these assessment materials. This is not a request for competitive proposals. IAW FAR 13.501(a)(1)(iii), the sole source justification is being made available.
