Description
In accordance with FAR 6.302-1 (b) (1), Houghton Mifflin Harcourt-Riverside Publishing is the only responsible source for the following Special Education Assessments and Materials. No other product will satisfy the DoDEA-Pacific Special Education requirement. The statutory authority for this non-competitive action is 10 U.S.C. 2304 (c) (1). Description of Supplies : This procurement action is to purchase: •· 30 Woodcock-Johnson NU III (WJ-III) - Achievement Form A Test Records Booklets •· 30 WJ-III Achievement Form B Test Records Booklets •· 30 WJ III NU Cognitive Test Records and Response Booklets •· 30 WJ III Diagnostic Supplement Test Records •· 38 Battelle Developmental Inventory-2nd Screener Test Kit (BDI-2) •· 38 Battelle Developmental Inventory-2nd Screener Test Booklets •· 33 Battelle Developmental Inventory-2nd Data Manager license for existing customer Reason for Authority Cited : The WJ III and the BDI-2 assessment materials are core and essential elements of Special Education assessments conducted throughout all areas of DoDEA. These materials are recognized to have superior properties for the purpose of evaluating student strengths and weaknesses in cognitive and academic domains. These materials are employed system wide (throughout DoDEA) and therefore continuity of information is essential. All staff must be using the same assessment techniques to ensure clinical and procedural consistency in the placement and planning decisions that are generated through the Special Education assessment process. There are no alternative assessments that can be used in place of these products and retain compliance with DoDEA recommended assessment practices as indicated in the DoDEA Special Education Procedural Guide. These materials are proprietary to the Houghton Mifflin Harcourt - Riverside Publishing Company in terms of both authorship and distribution availability. Houghton Mifflin Harcourt - Riverside Publishing is the author/developer of these tests and they are also the sole vendor for these products as well. No other vendors are authorized to license or sell/distribute these assessment materials. This is not a request for competitive proposals. IAW FAR 13.501(a)(1)(iii), the sole source justification is being made available.
