- The Army Contracting Command, Aberdeen Proving Ground (ACC-APG), Orlando, FL intends to sole source, a Cost Plus Fixed-Fee contract with RE2 of Pittsburgh, PA. This effort is part of an ongoing research project in advanced robotic manipulation in which RE2 developed several prototype research robots. As prescribed in FAR 6.302-1 there is only one responsible source; no other supplies or services will satisfy agency requirements. RE2 will provide unique robotics hardware and software testing using a purpose built advanced robotics manipulation testbed. This spiral development based software design and performance testing effort will also include demonstrations of third party prototype research software and unique hardware over a twenty month period. These efforts are in direct support of the Defense Advanced Research Projects Agency (DARPA) Advanced Robotics Manipulation (ARM) Program. The primary efforts will consist of recurring testing and analysis of third party software modules and interfaces, as well as testing and analysis of recurring software development technical designs created in on-going spiral development processes. As part of the effort, the contractor will also install and demonstrate several unique software technology prototypes and the hardware testbed at conferences and museums. These installations will enable the prototype hardware platform and test results to be shared with the broadest possible research and scientific communities -- and will also include outreach opportunities to secondary educational institutions. The skills and experience needed to accomplish the software testing timeline and conduct demonstration installations require an intimate knowledge of unique third party prototype software that is largely undocumented and is still in the development cycle. In order to remain within the ARM program fixed budget profiles and delivery schedule, technical, cost and demonstration constraints require an in-depth knowledge of the research effort, hardware performance and software designs. The ACC-APG determined full and open competition is not possible for the following reasons: RE2 has an in-depth knowledge of the research effort and software for the DARPA ARM Program. RE2 developed the prototype robots under an existing research effort and is the only contractor with a complete and full working knowledge of the internal software functionality and interfaces. This knowledge of the software is necessary to analyze and test the third party software since many functions may not work or may only be partially implemented. In-depth knowledge of the current development process and software code performance will allow the test team to identify emerging software performance issues and verify the technical efficacy of the software approaches tested. RE2 has installed and successfully demonstrated the prototype robotics research testbed at several conferences and a US National Museum. These demonstrations required a working knowledge of the robotic software as well as knowledge of hardware limitations and safety issues that may affect the researchers and demonstration participants. This is not a formal Solicitation. No Solicitation document is available and telephone requests will not be honored. All responsible sources other than RE2, may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received, the acquisition will be awarded without further notice. Detailed capabilities, proposal, or quotes (with capability statements) must be submitted to the following email address within 15 days after the publication of this requirement. If no written responses are received, the requirement will be awarded without further notice.
