- NASA Glenn Research Center (GRC) has a requirement for the continuation ofContract/Task Order NNC08TA48T with Ohio Aerospace Institute (OAI) Analysis of UnsteadyRocket-Based Combined-Cycle Propulsion Concepts. This requirement will support theDesign and Analysis ofPulse-Detonation Rocket-Based Combined-Cycle (PDRBCC) PropulsionSystem. Multi-Dimensional Computational Fluid Dynamics (CFD) simulations of the PDRBCClaunch vehicle flowpath developed by OAI shall be performed using a validated CFD code todetermine system performance from lift-off through orbital insertion. Flowpathperformance optimization is to be performed based on CFD results. Additionally, flowpathoptimization, including NOx emissions estimates, is to be performed on a derivativepulsed flow combustor design for use in lower speed regimes. NASA Glenn Research Center (GRC) intends to issue a sole-source Request for Proposal(RFP) to Ohio Aereospace Institute (OA). Pursuant to FAR 13.106-1(B)(1), the acquisitionof the reference services are determined to be available from only one source.The estimated period of performance of this fixed price task order extension will betwelve months January 1, 2012 to December 31, 2012. OAI is the only organizationcurrently qualified to perform the subject requirement for the following reasons: 1)Unique concept being studied was developed by OAI, which has filed an inventiondisclosure. No other organization has personnel experienced with the design details ofthis unique, complex concept. 2) Analysis must be performed using a validated computercode. The only code that has ever been validated for this analysis is an OAI developedcode only available to OAI. Work required to validate another code could cause delays inperforming the required analysis. It is necessary that design data for these concepts beavailable for a FY12 NASA systems study. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Organizations who believe they can provide these services without any detrimental impactto the program schedules supported by this work should fully identify their interest andcapabilities within 15 days after publication of this synopsis. Interested organizationsmay submit their capabilities and qualifications to perform the effort in writing to theidentified point of contact not later than 4:30 p.m. local time on October 19, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed. See NASA Specific Note 'B.'
