- SPECIAL NOTICE ACTION CODE: <SPEC> CLASSIFICATION CODE: SUBJECT: Notice of Intent to Award Sole Source for CQ.COM SUBCRIPTION SOLICITATION NUMBER: PR 20066900 RESPONSE DATE: SEPTEMBER 29, 2011 CONTACT POINTS: Nicholas Martinelli, Contract Specialist, 202-344-3231, FAX: 202-344-1254 DESCRIPTION: US Customs and Border Protection (CBP) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with CQ/ROLL CALL for renewal of access to online subscriptions: CQ Today, CQ Schedules, CQ Weekly, CQ Bill Track, CQ Bill Analysis, CQ House Action Reports, CQ Bill Text, CQ Bill Comparison Report, CQ Custom Bill Reports, CQ Record Scanner and Congressional Record. ***Sole Source determination is based on CQ Roll Call Group is the only media source that tracks every bill before Congress and provides same day coverage of open markups and committee hearings, making it easy to follow legislative action, vote tallies and speeches for both the House and Senate. With a wealth of testimony and transcripts, CQ Roll Call Group provides more committee coverage than any other source. CQ's comprehensive profiles of every Member of Congress provide background on the members, helpful contact information, committee assignments, vote studies, key votes, and election results. ***Delivery shall be FOB Destination, Washington, DC, and is required within 30 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 519130. **The Government intends to solicit and negotiate directly with CQ/Roll Call. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities via email. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by September 29, 2011 at 3:00 pm EST, an award shall be made to CQ/Roll Call.
