- THIS IS A SOURCES SOUGHT NOTIFICATION ONLY. This sources sought notification is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP. Furthermore, those who respond to this sources sought notification should not anticipate feedback with regard to its submission; other than acknowledgment of receipt - IF a request for an acknowledgement is requested by the submitter. This sources sought notification does not commit the Government to contract for any supply or service. The Department of Homeland Security (DHS) is not at this time seeking proposals. Vendors are advised that the Government will not pay any cost incurred in response to this sources sought notification. All costs associated with responding to this sources sought notification will be solely at the interested party's expense. Not responding to this sources sought notification does not preclude participation in any future RFP. The information provided in this sources sought notification is subject to change and is not binding on the Government. All submissions become the property of the Government, and will not be returned. 1.0 DESCRIPTION The requirement is for "Policy & Programs Branch Support", which will support the mission of the Infrastructure Security Compliance Division (ISCD) within the Office of Infrastructure Protection (IP) of the Department of Homeland Security. To meet regulatory requirements and mission goals, ISCD requires regulatory, policy, and communications support necessary to implement, manage, and mature the regulatory capabilities, policy support, and communication requirements for the Chemical Facility Anti-Terrorism Standards (CFATS) Program, the Ammonium Nitrate Security Program, and associated policies and program implementation. Expertise in the areas of regulatory development, economic analysis, policy development, and communication shall be required. 2.0 PURPOSE OF THIS SOURCES SOUGHT NOTIFICATION The U.S. Department of Homeland (DHS), Office of Procurement Operations (OPO) is conducting market research for information purposes only. The intent is to identify all potential small business sources with the capacity and technical capability to successfully perform the tasks detailed below in section 3.1. The North American Industry Classification System (NAICS) code for this requirement is 541611, Administrative Management and General Management Consulting. This notice is not a request for technical or cost proposals. This Sources Sought Notice is to obtain written capability information only to help OPO determine if there are small businesses that have the capability to complete the requirement. The notice will enable OPO to obtain general information on interested parties and the technical areas they may be qualified to support. 3.0 CAPABILITY STATEMENTS Capability statements must include: (1) Complete Business Name, including DUNs #; (2) Contact Information (Respondent's name and title, address, telephone, facsimile, e-mail); (3) Business Size and Classification (small, small-disadvantaged, SBA Certified 8(a), HUBZone, etc.); (4) A listing of your company's applicable the General Services Administration (GSA) schedules (5) Capability statements must address technical competencies, and management/personnel experience relative to the key task areas below. 3.1 TASKS Contract/Task Order Management The objective of this task area is to manage the contract process by maintaining cost control, schedule, and quality of all services and products. The contractor shall collect, maintain, and collate the management data necessary for comparison of contractor progress and status. Regulatory Support The contractor must provide services necessary to perform regulatory services to conduct the economic analyses, documentation and assessments required for the promulgation of regulations in accordance common Federal Government standards. In particular economic analyses will require the contractor to have specialized expertise in conducting economic analysis in accordance with Executive Order 12866 (Regulatory Planning and Review), OMB Circular A-4 (Guidelines for the Conduct of Regulatory Analysis), and the Regulatory Flexibility Act. Electronic files larger than 5 MB shall be broken down into multiple files with no one file exceeding 5 MB. See additional instructions below: • Include the following information in the email subject line: Sources Sought Notification: Infrastructure Security Compliance Division Policy and Programs Branch Support. • The maximum number of pages per submission per company shall be limited to 8 pages. • The file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the subject line, if submission includes more than one electronic email. • A Point of Contact (POC), phone number and email address of the person (in the body of the email) to be contacted regarding any correspondence between the Government and the Vendor. The POC shall be capable of addressing questions or issues associated with the submission and content of the capability statement. • A brief summary of email content, vendor name and mailing address. Standard brochures and paraphrasing tasks will not be considered as a sufficient response to this notice. Feedback and/or evaluation information will not be provided to any vendor regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. At this time, proprietary information is not being requested, and vendors shall refrain from providing proprietary information in response to this sources sought notification. Please be advised that all submissions become Government property and will not be returned.
