- Sources Sought Synopsis for Design-Build, Pembina Border Patrol Station, Pembina, ND This is a SOURCES SOUGHT SYNOPSIS; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers, Buffalo District, seeks sources for a design-build project that will be solicited in the near future. The scope of services under this procurement will be for the design and construction of a new 50-Agent border Patrol Station (~14,000 sq ft), Parking Garage (~21,000 sq ft), Covered Parking Area, and Combined Canine Facility on a site near Pembina, North Dakota. The purpose of this market research and Sources Sought Notice is to survey the market and gain knowledge of potential qualified interested sources for completing the effort relative to North American Industrial Classification System (NAICS) Code 236220 - (Commercial and Institutional Building Construction). This is not a Request for Proposal. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Small Business Size Standard for NAICS code 236220 is $33.5 Million. Estimated rough order of magnitude range: Between $5,000,000 and $10,000,000. Potential sources shall submit a capability statement, limited to 8-12 pages in length, and shall include the following information: Attached Sources Sought Information Request Form; Commercial and Government Entity (CAGE) Code, (if available); Offeror's interest in bidding on the solicitation once it is issued; Offeror's capability to meet the requirements; Offeror's capability to perform a contract of this magnitude and complexity, comparable work performed within the past 5 years. Provide at least three examples including a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project; Offerors Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) All interested parties shall respond and submit statement of qualifications via mail, or email. All responses are due to USACE Buffalo District, Attention: Frank J. D'Andrea, via mail: 1776 Niagara Street, Buffalo, NY 14207, or email: frank.j.dandrea@usace.army.mil with a cc: to tyrone.b.palaganas@usace.army.mil, not later than 4:00 PM (EST) on 03 October, 2011. Email is the preferred method of replying to this synopsis. As noted, all interested contractors must be registered in Central Contractor Registration (CCR at www.ccr.gov) to be eligible for award of Government contracts. It is anticipated that the Request for Proposal will be released in November 2011.
