- This solicitation will be available on September 27, 2011. Specifications For Winter Pasture2011 - 2012 GENERAL: The Government (Glacier National Park) is interested in securing winter pasture from qualified individuals for approximately 56 head of Government-owned horses and mules. It is the Government's request that the animals be pastured in one group, or if necessary, broken into groups of not less than 15 head. SPECIFICATION: Pasture must be fenced and fences maintained to prevent stock from straying from the contractor's pasture. The pasture should provide a safe environment and be free of old wire or other hazards. Water, salt, and supplemental feed (if necessary), must be available to the stock at all times. When supplemental feed is necessary, it shall be provided by the Contractor at no additional expenses to the Government and shall consist of good quality hay, free of mold. A corral or fenced area shall be available for catching, loading and unloading animals. Contractor shall herd the stock into the corral or fenced area for removal in the spring. DELIVERY TIMEFRAME: The proposed dates for delivery to pasture are: -44 head on October 7, 2011, or as soon as possible thereafter; and-16 head on, or around, October 17, 2011 The Government intends to pick up all 62 head of stock on or before May 18, 2012. Delivery point shall be no greater than 125 miles from West Glacier, MT. Quotations should be calculated based on 44 animals from October 7, 2011 - May 18, 2012 (9856 animal days) and 16 animals from October 17, 2011 - May 18, 2012 (3472 animal days), for a total of 13,328 animal days. All stock will be transported to and from the pasture by the National Park Service. INSPECTIONS Prior to acceptance of the offer, a Government representative will inspect the proposed pasture to ensure it meets specification. During the service period, a Government representative will inspect the animals and pasture bi-monthly. The Contractor will be liable for any death, injury or loss of stock by escape or theft due to Contractor negligence. Contractor shall make restitution at his expense, and the Government shall select replacement stock of comparable value. PAYMENT Payment will be made for the day of delivery, but not for the day of removal from pasture, and for the actual number of days each animal is in the Contractor's care. Payment will be made in one lump sum after the wintering has been completed and the animals returned, or in increments of one month or more by submitting an original itemized invoice to the Contracting Officer.
