- The Department of Veterans Affairs, Rocky Mountain Network Contracting (RMNC), 4100 East Mississippi Ave, Ste 900, Glendale, CO 80246 intends to negotiate a sole source procurement pursuant to Public Law 109-461, a.k.a. Veterans First Act, with Hawk Contracting Group LLC, 402 S 2nd Street Suite #2 PO Box 490, Montrose, CO 81402 to replace existing door hinges and install new keys on the new men's and women's locker rooms at the Grand Junction VA Medical Center (GJ VAMC). This project includes replacing the existing 3-0x7-0 door at the juncture of rooms 1214-1 and 1247-1. A new door will then be constructed of factory finished rotary cut birch. All existing (3) 5"hinges will be replaced with new ball bearing hinges, 626 finish. A new Simplex L1011 will then be installed. All the Key Bypass locksets must have cylinders, core or keys. In addition, the following will be installed: A new L1010 No Key bypass lockset without cylinder, core or keys on the new men's and women's locker rooms.(room number not assigned). A new metal 3-0x7-0 door frame in the the corrido(1214-) and 1207-1. Prepare and patch the wall as required to frame installation. Install new 30-x7-0 factory finished rotary cut birch door. Provide ball bearing hinges with a 626 finish. Install Simplex L1011 No Key Bipass lockset without cylinder, core or keys. The NAICS Code 236220 applies to this procurement. The VA has the unique statutory authority to sole source to SDVOSB's per VAAR 819.7007, and under statute 38 U.S.C. § 8127(c) and Public Law 109-461. According to the above referenced laws, contracting officers may use other than competitive procedures (including sole source awards) for contracts to SDVOSBs and VOSBs where the anticipated award price will exceed the Simplified Acquisition Procedures threshold but not to exceed $5,000,000 (including options). Each related award must be made to a responsible SDVOSB or VOSB at a fair and reasonable price as determined by the contracting officer. Hawk has a history of producing proposals and completing construction projects at or below the IGCE, as well as providing the VA with superior quality. No solicitation document is available and telephone requests will not be honored. This notice of intent is not a request for competitive quotes.
