Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation VA-259-11-RQ-0423 is issued as a 100% Small Business Set-Aside Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. Only written offers are acceptable. The North American Industry Classification System (NAICS) Code 423730, and size standard is 500 Employees or less. Requirement as follows: Whole Room Bed Bug Remediation Heating System available for use in domiciliary settings, spot treatment, and single room applications. Electric heating system capable of superheating infested rooms to kill all bed bugs. Electrically supplied heat remediation system (115V/60HZ/1PH/15amp circuit) utilizing large scale electric heaters to generate heat needed to treat a room or apartment (typically 900-1100 sq. ft) for killing bed bugs but not high enough to damage belongings; electric heat generating capability with remote sensory monitoring for bed bug thermal death points in all corners of the room to a temperature increase of between 120-135 °F. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The provision is tailored to read (h) the VHA will make one award to the offeror who provides the best value to the VHA based on price and other price related factors contained in this notice. There are no technical factors to be evaluated therefore FAR provision 52.212-2 is not applicable. Offerors are required to include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause, 52.212-4, Contract Terms and Conditions-Commercial Items is applicable to this acquisition.
