- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, Purchase #FA4621-11-T-0061, is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-53. This acquisition is set aside 100% for small business, however the Government will accept proposals from all businesses. The associated NAICS code for this acquisition is 238210 with a size standard of $14 Million. McConnell AFB, KS 67221-3606 plans to acquire the following items: 0001 Emergency Operations Center electronic consolodation; Videoconference capability, and Training SCOPE OF WORK FOR McCONNELL EMERGENCY OPERATIONS CENTER (EOC) ELECTRONIC CONSOLIDATION AND VIDEO TELECONFERNCING CAPABILITY 1.1 SCOPE: Contractor shall provide all parts, hardware, software, cables and labor to consolidate electronic equipment into a central location and install videoconference capability in the Emergency Operations Center (EOC) and provide "how to" training. 1.2 LOCATION: EOC Bldg. 683, McConnell Air Force Base, Kansas. 1.3 PRINCIPAL FEATURES: The work to be accomplished includes, but is not necessarily limited to the following features: A. Contractor shall provide all parts, hardware, software, cables and labor to consolidate electronic equipment into one control cabinet allowing operation all of equipment from a central location (see red box on map). The following items/capabilities to be consolidated that are already on site include: four (4) 68" Panasonic Monitors, one (1) Panasonic DVD player, one (1)HP desktop computer (using windows Vista), one (1)Dell Laptop computer (using windows Vista) and cable TV capability. Videoconferencing capability shall be provided by contractor. VTC shall include an operational microphone and speaker. The additional VTC equipment shall interface with existing hardware and software. B. All cables will be marked and safely preserved for future installation. C. The contractor shall work to minimize the amount of time the EOC is not operational. D. The following contactor furnished items shall be required, at a minimum, for this project: 1. One electronics cabinet (metal, black) 2. One Videoconference camera, microphone, and speakers w/mounting hardware 3. All misc. cables, hardware, and software required to make system fully operational. The above list is only an estimate of contractor furnished items that will be required for this project. I. The Contractor shall have knowledge and expertise relating to the installation and maintenance of electronic equipment and connecting all components. J. All work shall be neatly done, with all cabling to be neatly dressed and managed. No wires are to be exposed on the ground to prevent safety hazards. K. All equipment shall be installed and grounded per industry specifications. 1.4 WASTE DISPOSAL: All waste, rubble and trash shall be disposed of off base. Contractor's trucks shall be equipped with covers to prevent spills of waste materials. No government furnished property will be provided to meet this requirement. 1.5 PERMITS: The Contractor shall obtain any necessary permits applicable to complete work prior to beginning job. 1.6 WARRANTY: The Contractor shall ensure equipment is fully functional and operational. Once it has been determined to function properly by the Government acceptor the standard commercial warranty will begin. The contractor shall provide technical support in accordance with the standard commercial warranty of the equipment and labor. 1.7 ACCESS TO WORK AREA: A. The contractor shall submit applicable paperwork to gain entry to McConnell Air Force Base. A form must also be completed in full for each additional person. The form and badging is to be completed for each delivery order. A badge must be worn on the outside clothing of the person while they are on the base. B. Contractor vehicles are subject to search when entering and leaving the base. Also, periodic Air Force exercises may require the contractor to vacate the work area. 1.8 OZONE DEPLETING SUBSTANCES/CHEMICALS POLICY: As per SAF/AQC Ozone Depleting Substance/Chemicals Policy dated 11 Jun 93 and AFFARS 5310.002-71(90)(c) the Air Force must not require the Contractor to deliver or use Class I Ozone Depleting Chemicals (ODCs) in performance of the contract. 1.9 USE OF RECYCLED MATERIALS: The contractor shall utilize recycled material (if required per the EPA website) as much as possible unless the material is cost prohibited. If recycled material is not used (and it is required by regulation) the contractor shall submit a letter to the Government explaining why no recycled material was used. Please give estimated shipping charges, if any. Delivery to McConnell AFB, 67221, FOB destination. (End of clause) AFFARS 5352.223-9001 HEALTH AND SAFETY ON GOVERNMENT INSTALLATIONS (JUN 1997) (a) In performing work under this contract on a Government installation, the contractor shall:(1) Comply with the specific health and safety requirements established by this contract;(2) Comply with the health and safety rules of the Government installation that concern related activities not directly addressed in this contract;(3) Take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and(4) Take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes.(b) The contracting officer may, by written order, direct Air Force Occupational Safety and Health (AFOSH) Standards and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract.(c) Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract.(End of clause) AFFARS 5352.242-9000 CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (AUGUST 2007) (a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. (b) The contractor shall submit a fully completed MCCONN Form 114A with attachments, if required, for each individual requiring access to the installation, to include prime and subcontractor employees, to the contracting officer for base identification credentials or vehicle passes. The contractor shall certify that its employee has been provided the Anti-Terrorism Briefing and a copy of the Anti-Terrorism pamphlet. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or security police for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, and valid vehicle insurance certificate. (i)A contractor representative shall attend an Anti-terrorism and Force Protection awareness briefing provided by the government at the pre-performance/pre-construction conference.(ii)The contractor representative, attending the above training, shall ensure that all employees who have access to McConnell AFB also have access to and understanding of the contents of the Anti-terrorism and Force Protection awareness pamphlet provided by the government at the pre-performance/pre-construction conference.(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, the Air Force Installation Security Program, and AFI 31-501, Personnel Security Program Management, as applicable.(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.(f) Failure to comply with these requirements may result in withholding of final payment. Additional FAR clauses cited within the above clauses, which are applicable, will be incorporated into the solicitation and the resulting contract.
