Amendment 0001 COMBINED SYNOPSIS/SOLICITATION The solicitation close date is extended to 9/26/11 by 3pm EST. See attached amendment 0001 for more details. DLA Contracting Services Office - Philadelphia Site intends to solicit for Cisco On-Site Engineering Support services on a Sole Source Basis to Cisco Systems Inc. Request for quote SP4701-11-Q-0279 contemplates a Firm Fixed Price type contract. In Accordance with FAR 12.603 this solicitation is issued as a request for quote. The performance period is expected to start at time of award and continue thru 12 months. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart12.6 using Simplified Acquisition Procedures under FAR Part 13; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued- PAPERCOPIES OF THE SOLICITATION WILL NOT BE AVAILABLE. The Government will not pay for information received. The NAICS code is 541519 with a size standard of $25M. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: http://farsite.hill.af.mil. The Contract Line Items (CLINS) are as follows: CLIN 0001: CLIN Description Qty Unit Unit Price Total 0001 Cisco On-Site Engineering Support, Item number CON-AS-RS Cisco On-Site Engineering Support Subscription shall be onsite, once a month for the 12 months, (12 business days during the year subscription period). NTE - Not To Exceed 12 business days during the subscription period. 12 MO A single award for all line items will be made to the lowest price technically acceptable offeror. MUST BE BRAND NAME The contractor shall perform the following tasks: This section encompasses the tasks to be performed by the contractor in support of this SOW, Statement of Work) Vendor shall provide ( 1) Network Consulting Engineer onsite once a month in performance of the outlined tasks for one year. The service may include the following support deliverables that shall be part of the Cisco Advanced Network Optimization Support (NOS) offerings outlined below. DELIVERABLES Network Implementation Assistance Support Vendor shall assist with change/implementation support for deployment-related hardware, software, or configuration events, and design recommendations •· Evaluate the potential impact of proposed scheduled changes •· Review Implementation Procedures •· Assist in resolving network hardware, software and configuration issues •· Assist with the implementation/deployment of new projects identified in the Network Improvement Plan Network Improvement Plan Provide continued focus on area of potential improvement, which shall include: •· Quarterly Network Improvement Plans incorporating recommendations from annual assessment, Network Support, and Continuous learning services •· Documented network improvement project plan The Network Improvement Plan shall represent Customer approved and agreed upon tasks as prioritized by a joint effort between Vendor and the Government, and can be used to track projects. Software Strategy Vendor shall evaluate the capabilities of the government's currently deployed Cisco software levels on the network versus future feature and functionality requirements, which may include: •· Software Infrastructure Analysis Reports •· Proactive Software Recommendation Reports •· Software Upgrade Strategy Reports •· Proactive Critical Bug Analysis Reports •· Quarterly Reports and Reviews •· Software Security Alerts Design Support Vendor shall assist in integrating technical requirements and design goals into the overall network design while transferring design knowledge to the government team, which may include: •· Design Reviews, focused on the following: •o Review of government's design requirements, priorities, and goals •o Analysis of impact of new requirements on the existing network •o Review of network architecture and topology •o Review of protocol selection and configuration •o Review of feature selection and configuration •o Review of security considerations (i.e., authentication, VLANS, subnet isolations, etc...) •o Report describing the design with recommendations •· Provide ongoing incremental network design and architectural consultation. •· Provide ongoing information on design related Cisco security alerts that may affect key network products. Performance Engineering and Optimization Provides periodic performance analysis to sustain a high-performance network and meet the changing demands on the network, specific deliverables may include: •· Network health assessments to include technology and/or routing protocols, including: (requires use of Cisco Network Collector) •o Review of network devices health •o Collection of performance-related data •· Analysis of network configurations against Cisco best practices •· Periodic syslog analysis •· Proactive advisory reports Knowledge Transfer and Mentoring Shall include informal technical update training on a topic that is mutually agreed upon and relevant to Cisco products and technologies, specific deliverables may include: •· Distribution of white papers, design guides, case studies, configuration guides, troubleshooting guides, deployment guides, and training documents. Ongoing customer communications to include conference calls, voice and email traffic Vendor Responsibilities Vendor shall appoint appropriate security personnel as outlined in other requirements section to support this effort. Vendor shall obtain IT1 clearance for its employees not already cleared. Information will be controlled on a strict need-to-know basis. Employees shall be educated and trained commensurate with their involvement of classified information. Documents, material, or information shall be stored on a secure access network. Each document shall be marked accordingly, and if hard copy required, stored in appropriate containers at approved facility. Vendor may retain classified material for a period of 2 years following completion of the contract. Document and information transmission shall be accomplished through secure means, utilizing NSA-approved devices for classified information and a mutually agreeable method for unclassified documents and information. Vendor shall assist the government in preparation of security documentation, plans, guides, and necessary information pertaining to this contract. Vendor shall conservatively manage the government's provided clearances in an effort to maintain necessary operational security measures while maintaining the flexibility to manage for terminations, retirements, and internal movements MINIMUM TECHNICAL REQUIREMENTS: Networking Consulting Engineer Site Engineer shall have certifications in Wireless Systems, Hardware Switches, and Cisco Devices to include 5 years of Cisco certification experience with routers/hardware. The Network Consulting Engineer shall be responsible for customer specific solution testing and integration of the IP Next-Generation networks working at customer sites.. The Consulting Engineer shall interface with all facets of solution architecture/design team, development engineering and test engineering and identify key gaps for end-to-end solution Integration and testing. Research and develop new methods to automate solution testing. This shall involve a good understanding of testing processes and strong trouble shooting skills. This position shall be responsible for planning, developing and implementing custom test plans for service provider solutions. This will involve working with the architecture/design team, analyzing new solution requirements, writing test plans, building test lab configurations, executing test cases, following MOP procedures and documenting results. Facility Security Officer Facility Security Officer shall be appointed to oversee the security measures for this program. Obtain and verify all necessary clearances for its employees with an IT1 level. 2.8.2 Other Requirements In addition, the Contractor shall ensure compliance with applicable provisions of DOD Directive (DODD) 8500.1, Information Assurance; DOD Instruction 8500.2, Information Assurance Implementation; DODD 8570.1, Information Assurance Training, Certification and Workforce Management and DODI 8510.bb DIACAP guidance for all Network resources. Specifically, the Contractor shall provide appropriately skilled and IA certified personnel/resources in accordance with the applicable provisions of DoDD 8570.1. For purposes of this task order, and based on the scope and nature of security work to be performed, the proposed resources to be provided under this contract shall meet all requirements of DoD 8570.1 for certification level IAT-II. In order to meet these requirements, all resources shall have the following IAT-II level certifications: (1) DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M; and (2) Appropriate database (Oracle) and operating system certification for information assurance technical positions as required by DoD 8570.01-M. (3) Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions. (4) Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions. Upon request by the Government, the Contractor shall periodically report the certification status for each employee to satisfy Federal Information Security Management Act (FISMA) reporting requirements. The Performance Work Statement (SOW) is as follows: •1.1 GENERAL REQUIREMENTS: The Defense Logistics Agency (DLA) provides worldwide logistics support to the U.S. Armed Services through management, acquisition, and distribution of supplies. DLA Troop Support is a primary field-level activity of DLA. DLA Troop Support is the lead center for four commodities, Subsistence, Medical, Clothing and Textile, and General and Industrial. DLA Information Operations at Philadelphia is the primary group supporting the Information Technology for this field activity. One of DLA Information Operations at Philadelphia functions is to provide excellence in database/server administration support to customers. Chief among these is the rapid and continuing evolution of both information technology and the business practices of the commodities the Directorates support. In concert with this philosophy, the DLA Information Operations at Philadelphia requires additional Cisco On-Site Engineering Support to enhance and supplement the Information Technology support provided to internal organizations. Vendors are strongly urged to follow-up the submission of any questions to the Specialist via telephone to ensure that questions have been received. 1.10 PROPOSAL SUBMISSION: Pricing and labor category(s) for the above SOW shall be in accordance with the terms and conditions of the vendors commercial catalog published price lists. Vendor shall provide a detailed breakdown of labor categories and number of hours proposed for each category to accomplish the tasks detailed in the SOW. Vendor shall respond to the RFQ via the following CLIN breakdown structure and provide open market pricing via the chart below. The subject procurement will be awarded using a fixed price contract. CONTRACTOR CODE OF BUSINESS ETHICS (DEC 2010) DLA TROOP SUPPORT FAR Part 3.1002(a) requires all government contractors to conduct themselves with the highest degree of integrity and honesty. Contractors should have a written code of business ethics and conduct. To promote compliance with such code of business ethics and conduct, contractors should have an employee business ethics and compliance training program that facilitates timely discovery and disclosure of improper conduct in connection with government contracts and ensures corrective measures are promptly instituted and carried out. Addendum to 52.212-4 : The following paragraph(s) of 52.212-4 are amended as indicated below: 1. Paragraph (m), Termination for Cause. Delete paragraph (m) in its entirety and substitute the following: (m) Termination for Cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If this contract is terminated in whole or in part for cause, and the supplies or services covered by the contract so terminated are repurchased by the Government, the Government will incur administrative costs in such repurchases. The offeror certifies, to the best of its knowledge and belief, that the offeror and/or any of its principals-- (1) Are, are not, presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency; (2) Have, have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property; (3) Are, are not, presently indicted for, or otherwise criminally or civilly charged by a Government entity with, commission of any of these offenses enumerated in paragraph (h)(2) of this clause; and (4) Have, have not, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,000 for which the liability remains unsatisfied. (i) Taxes are considered delinquent if both of the following criteria apply: (A) The tax liability is finally determined. The tax liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted. (B) The taxpayer is delinquent in making payment. The taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded. (ii) Examples. (A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitled the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights. (B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights. (C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment. (D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code). The Offeror certifies that it has made a good faith effort to determine whether forced or indentured child labor was used to mine, produce, or manufacture any such end product furnished under this contract. On the basis of those efforts, the Offeror certifies that it is not aware of any such use of child labor. (j) Place of Manufacture. (Does not apply unless the solicitation is predominantly for the acquisition of manufactured end products.) For statistical purposes only, the offeror shall indicate whether the place of manufacture of the end products it expects to provide in response to this solicitation is predominantly- (1) In the United States (Check this box if the total anticipated price of offered end products manufactured in the United States exceeds the total anticipated price of offered end products manufactured outside the United States); or (2) Outside the United States. ( k ) Certificates Regarding Exemptions from the Application of the Service Contract Act. (Certification by the offeror as to its compliance with respect to the contract also constitutes its certification as to compliance by its subcontractor if it subcontracts out the exempt services.) [ The contracting officer is to check a box to indicate if paragraph (k)(l) or (k)(2) applies.] (1) Maintenance, calibration, or repair of certain equipment as described in FAR 22.1003-4(c)(1). The offeror does does not certify that- (i) The items of equipment to be serviced under this contract are used regularly for other than Governmental purposes and are sold or traded by the offeror (or subcontractor in the case of an exempt subcontract) in substantial quantities to the general public in the course of normal business operations; (ii) The services will be furnished at prices which are, or are based on, established catalog or market prices (see FAR 22.1003-4(c)(2)(ii)) for the maintenance, calibration, or repair of such equipment; and (iii) The compensation (wage and fringe benefits) plan for all service employees performing work under the contract will be the same as that used for these employees and equivalent employees servicing the same equipment of commercial customers. (2) Certain services as described in FAR 22.1003-4(d)(1). The offeror does does not certify that- (i) The services under the contract are offered and sold regularly to non-Governmental customers, and are provided by the offeror (or subcontractor in the case of an exempt subcontract) to the general public in substantial quantities in the course of normal business operations; (ii) the contract services will be furnished at prices that are, or are based on, established catalog or market prices (see FAR 22.1003-4(d)(2)(iii)); (iii) Each service employee who will perform the services under the contract will spend only a small portion of his or her time (a monthly average of less than 20 percent of the available hours on an annualized basis, or less than 20 percent of available hours during the contract period if the contract period is less than a month) servicing the Government contract; and (iv) The compensation (wage and fringe benefits) plan for all service employees performing work under the contract is the same as that used for these employees and equivalent employees servicing commercial customers. (3) If paragraph (k)(l) or (k)(2) of this clause applies- (i) If the offeror does not certify to the conditions in paragraph (k)(l) or (k)(2) and the Contracting Officer did not attach a Service contract Act wage determination to the solicitation, the offeror shall notify the Contracting Officer as soon as possible; and (ii) The Contracting Officer may not make an award to the offeror if the offeror fails to execute the certification in paragraph (k)(l) or (k)(2) of this clause or to contact the Contracting Officer as required in paragraph (k)(3)(i) of this clause. (l) Taxpayer Identification Number (TIN) (26 U.S.C. 6109, 31 U.S.C. 7701). ( Not applicable if the offeror is required to provide this information to a central contractor registration database to be eligible for award. ) (1) All offerors must submit the information required in paragraphs (l)(3) through (l)(5) of this provision to comply with debt collection requirements of 31 U.S.C. 7701(c) and 3325(d), reporting requirements of 26 U.S.C. 6041, 6041A, and 6050M, and implementing regulations issued by the Internal Revenue Service (IRS). (2) The TIN may be used by the Government to collect and report on any delinquent amounts arising out of the offeror's relationship with the Government (31 U.S.C. 7701(c)(3)). If the resulting contract is subject to the payment reporting requirements described in FAR 4.904, the TIN provided hereunder may be matched with IRS records to verify the accuracy of the offeror's TIN.
