- Attachment IV Attachment III Attachment II Attachment I Solicitation Electricity and ancillary services, for ultimate transfer to the Strategic Petroleum Reserve located in Texas for a total of 16,968,000 kWh. No award will be made to an offeror who at the time of award is not on the state approved list of energy service companies (ESCOs) in the state in which award is to be made. The Government is soliciting offers for a 24-month delivery period (meter read date beginning March 2012 through meter read date ending March 2014). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information; proposals are being requested and a written solicitation will not be issued. This announcement and the document constitute the only solicitation. The solicitation is issued as a Request For Proposal (RFP) and has incorporated provisions and clauses as in effect through Federal Acquisition Circular (FAC) 2005-47. Additional requirements may be added by amendment. All responsible sources may submit a proposal, which shall be considered.
