Description
Technical Specification Expression of Interest for CHX XPCS Detector Brookhaven Science Associates, LLC (BSA) is seeking expressions of interest from manufacturers regarding the production of a Pixel Array Detector (PAD), which will be located at Brookhaven National Laboratory (BNL), Upton, NY 11973. BSA, under Contract DE-AC02-98CH10886 with the U.S. Department of Energy (DOE) for the operation of BNL, is designing and constructing a new synchrotron radiation light source, hereinafter referred to as National Synchrotron Light Source II (NSLS-II). The NSLS-II project includes the design, construction, installation, and commissioning of accelerator hardware, civil construction, and central facilities required to produce a new synchrotron light source. The project includes a highly optimized 3GeV electron storage ring, full-energy injector, and experimental beam lines, including the Coherent Hard X-ray (CHX) instrument. BSA would like to purchase the Pixel Array Detector from the European Synchrotron Radiation Facility (ESRF) in France recognizing they meet our laboratory requirements as well as support our current project objectives on the NSLS-II program at BNL. See attached Technical Specification for details. Based on the above, it is our intent to purchase a Pixel Array Detector, as described herein, from ESRF as we believe that there are no other sources that can provide this type of product within six ( 6 months ) that meets or exceeds the performance requirements as noted herein. All responsible sources meeting the capabilities and delivery requirements as described herein are encouraged to submit proposals. Your proposal shall be inclusive reflecting all supporting documentation to substantiate your ability to support this requirement. This announcement serves as both a solicitation for offerers who can provide this service as well as notification that if we do not receive any responsible sources that we will consider to proceed with making an award to ESRF. There will be no formal Request for Proposal or other information regarding this requirement unless there are offers and proposals received that substantiates the need for a competitive procurement. If your firm is interested in this project and possesses the resources for a project of this scope, please provide a response to Francine Militscher, Sr. Contract Specialist, at Militscher@bnl.gov by 5:00PM Eastern Daylight Time on or before October 6, 2011. Offers and or Proposals received after the date and time established herein for receipt of proposals will not be considered.
