- The purpose of this amendment is to post questions and answers. Question #1: I am trying to find the actual solicitation documents on FedBiz Ops for this opportunity, but I only find a list of links. Is it possible for you to forward the solicitation, including the statement of work? Answer: The FedBizOpps solicitation has a link that will take you to the National Business Center IDEAS-EC site. Once you are in the linked site, click on top left hand corner which is labeled "Clauses and Attachments Associated Documents." The solicitation and Statement of Work are available on the NBC site. Question #2: Is it too late to request this be set aside for small business concerns? Answer: Yes, the acquisition strategy for this requirement has already been determined. Question #3: Would you please advise if there are any criteria for preference of minority companies bidding for it? Answer: No, there is no preference for minority companies. Question #4: At a high level, does the VA want a vendor to build a platform for them to run internally or would they be interested in procuring a commercial-off-the-shelf (COTS) system, with minimal modification, which would be able to achieve the desired goals? Answer: The VA is seeking a contractor to configure the existing Pegasystems Business Process Management 6.2 platform for invoice processing. VA is not interested in other COTS systems under this procurement. Question #5: Does this contract require every key personnel onsite? Answer: Yes. Question #6: Can there be partial team onsite and partial offsite at vendor facility? Answer: No, the project will require the team to be onsite for the duration of the project. Question #7: Can you provide the list of the applications running and what the front end languages and backend Databases are using? Answer: Applications are SQL and.NET. Front end is IIS (.NET) and Weblogic (Java). Backend is SQL servers. Operating system is Windows for both. Question #8: How many applications are Web based and how many are just standalone? Answer: All applications are web-based.
