Description

The Internal Revenue Service (IRS) intends to conduct a sole source procurement with Richland Towers- Orlando, LLC. A purchase order will be issued to renew existing lease agreement for antenna site space at the following: Bithlo, FL 32820 The purchase order will issued for a base period of 12 months, firm fixed price, with four 12 month option periods, effective October 1, 2011. The proposed contract action is for services for which the Government intends to solicit with only one source under the authority of FAR 13.106-1(b)(1) due to the uniqueness of the technical requirement such as tower height, coverage area, and geographical location. Market Research revealed no other site will provide the required coverage. Quotes are not being requested and a written solicitation will not be issued. However, the IRS will consider all written responses received by no later than 5:00 p.m. EST, September 26, 2011. Written response will be used to determine if this acquisition will be made competitive. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
