- J&A Synopsis NOTICE OF INTENT TO SOLICIT AND AWARD -- The 325th Contracting Squadron intends to solicit and award a sole-source firm-fixed price delivery order to Franklin Covey for the purchase of leadership certification course and associated materials. This purchase will be made under simplified acquisition procedures in accordance with FAR Part 13.302 and Other than Full and Open Competition as authorized by FAR 13.106(b), FAR 6.302-1(a), FAR 8.405-6(a)(1)(i)(B). Quotes are not being requested and written solicitation will not be used. The Government believes this is a sole source requirement. The justification for this sole source procurement is there are no other sources that are certified to sell these items to 101 AOG. Interested vendors who feel they can fulfill the requirement should contact the points of contact below and provide capability information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. However, a determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. North American Industry Classification System (NAICS) Code 611430 applies to this procurement.
