- Draft Performance Work Statement for DLA Vehicle Maintenance and Repair SOURCES SOUGHT SYNOPSIS DEFENSE LOGISITICS AGENCY DISTRIBUTION EUROPE VEHICLE SCHEDULED AND UNSCHEDULED MAINTENANCE/REPAIR This is a Sources Sought Synopsis, for market research purposes only, and is not a Request for Quote (RFQ). A solicitation is not being issued at this time and this notice shall be not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. This sources sought is being published to identify potential sources capable of providing a variety of non-personal vehicle maintenance and repair to the United States Forces in Europe 700th Contracting Squadron in support of the Defense Logistics Agency Distribution Europe in Germersheim, Germany. The vehicle maintenance shall include preventative/scheduled maintenance and unscheduled repair for a fleet of 14 vehicles from the following manufacturers: BMW, Fiat, Iveco, Daimler, and Volkswagen. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 811111, General Automotive Repair Shops. Comments on this NAICS and suggestions for alternatives must include supporting rationale. FAR Part 19 does not apply to this requirement. The draft performance work statement is available on FedBizOps attached to this notice. No decision has yet been made regarding the contract type for this or similar type requirements. The Government is interested in industry commercial practices for establishing contract vehicles for similar type requirements. The Government has considered time-and-materials contract or a blanket purchase agreement to be in the best interest of the Government and any prospective contractor for similar requirements, but is also exploring more options in regards to contract type/vehicle. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFQ/solicitation. The Government will use this information in determining its contract type decision and whether sufficient competition exists. Contractors capable of providing these services should submit a statement addressing the extent of the contractor's interest and the contractor's capabilities via e-mail to andrea.lay@ramstein.af.mil, the Government points of contact for this e-mail is SSgt Andrea C. Lay. Each submission should be virus scanned prior to being sent. Electronic submission is required. Responses shall be received not later than 05 October 2011at 1500 CET (Central European Time). NOTE: E-mail submissions are subject to size and type restrictions (typically limited to less than 2 megabyte in size and only non-executable attachments such as.doc or.pdf files) as well as any other appropriate network security measures. It is the respondent's responsibility to verify the e-mail was received and can be viewed. All responses must address each of the above stated requirements.
