- ANTENNA-SITE-LEASE-AL V2V302ANT00 The Internal Revenue Service (IRS) intends to negotiate a non-competitive contract with Pinnacle Towers, INC. to renew existing lease agreement for antenna site space at the following: 1. Old Tyler Road, Birmingham, AL 2. Montcreast Drive Se, Huntsville, AL 3. 3019 Hand Avenue, Mobile AL 4. Fort Deposit, Greenville, AL A purchase order will be issued for a period of 12 months. Due to the uniqueness of this requirement and the geographical location of the towers, no other locations are acceptable. This announcement constitutes the only solicitation. Proposals are not being requested and a written solicitation will not be issued. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (1). The notice of intent is not a request for quote. However, the IRS will consider all written responses received by no later than 12:00 p.m. EST, September 19, 2011. Written responses will be used to determine if this acquisition will be made competitive. A determination by the Government not to compete this proposed contract action, based upon responses to this notice, is solely within the discretion of the Government.
