Description
The Naval Research Laboratory (NRL) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1), only one responsible source. NRL will negotiate with Annapolis Micro Systems, 190 Admiral Cochrane Drive, Suite 130, Annapolis, MD 21401 for the purchase of additional (spare) parts for the Noble Sentry upgrade. The upgrade to a NOBLE SENTRY processor requires the upgrade and insertion of several components. One of the added components is an FPGA processor board from Annapolis Microsystems. The board is specified for use in a VME 64x chassis using SCAN-B handles. The board has two daughter cards populated with a 1.28 Gigahertz sampled ADC and RF Conditioner board. The specified part numbers are: WS4/LX160-10V/XC4FX100-10/32MD2/1GB, WS4/IOADC1G/1280 and RF-1 respectively. The quotation for these parts is attached at the end of this document. The manual and specifications for these boards are included as well. For a quantity 10 purchase, the total procurement cost is expected to amount to $430,575. The Naval Research Lab (NRL) was funded by NAVAIR (PMA-290) to upgrade operational processors with new capabilities. Under this work unit, 57-9578, NRL delivered 18 upgraded processor units called NOBLE SENTRY. In order to support these NOBLE SENTRY processors, the NAVY has requested that 8 spare units also be upgraded to store in the NAVY supply system. This procurement is to support these 8 upgrades as well as provide 2 spares at NRL for potential repairs in the future. To our knowledge, Annapolis Micro Systems is the only U.S. Company that can manufacture the parts listed to satisfy the above requirements. They have the exclusive and proprietary technologies and experience to design and manufacture these parts. Delivery will be required sixteen to twenty weeks after receipt of order.
