- The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intends to procure the following exome sequencing services: This requirement is under the North American Industry Classification System (NAICS) Code 541711, Research and Development in Biotechnology, Size Standard is 500 employees. The Small Business Set-Aside does apply for this requirement. The market research conducted by the government has determined that at least three small businesses are capable of performing the work. Background: The clinical program of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) has been investigating the inflammation process and its regulation by studying patients with systemic inflammation caused by genetic mutations. Currently, we have over 40 patients with systemic inflammatory disease that we suspect is caused by genetic mutations. Identifying the genetic mutations in those patients is one of the most important steps in our studies. Whole exome sequencing is an efficient tool in identifying genetic mutations in patients; therefore, it is invaluable to our work. Purpose: Identifying genetic mutations in over 40 patients with systemic inflammation that we have in our clinics. Contractor Requirements: The contractor shall provide whole exome sequencing services for 50 samples as stated below: - Average coverage of over 30 fold - Sample and sample processing quality control in every step - Uses Nimblegen v.2 kit for exome capture - Turn-around time within 6 weeks of sample submission - Initial bioinformatic analysis (coverage report and mutation report) - Includes a hard copy of original data and a web-based data report - Technical support over the phone Deliverable: The contractor shall provide whole exome sequencing services for 50 samples with over 30 fold coverage within 6 weeks of sample submission. Inspection and Acceptance Requirements: The NIAMS will inspect the process after sample submission to ensure that the service meets quality standards and is on time. Period of Performance: The period of performance shall be 6 months from the date of award. Government Responsibilities: The government will provide samples to the contractor six weeks prior to the expiration date of the award or earlier. Evaluation Criteria: 1. Quality Control - Contractor has demonstrated knowledge and understanding of the Statement of Work. - The service must maintain average coverage over 30 fold. - The service must use the Nimblegen v.2 kit for exome capture. 2. Deliverable - The contractor shall provide services within 6 weeks of sample submission. 3. Data Processing (Bioinformatic Analysis) - The data processing shall include a hard copy of the original data, a web based data report, a coverage report, a mutation report, and technical support over the phone. The reference number is: NHLBI-CSB-(AR)-2011-369-DEL. Proposals are due September 26, 2011, by 12:00 p.m. eastern standard time. The award will be made based upon the technical specifications of the required products and delivery period in this synopsis, and to the lowest priced, technically acceptable quote meeting the Government's requirements. The offerors must submit written descriptive literature of the product in their proposal, an itemized price list and warranties of the product quoted. The Government intends to evaluate offerors and award a contract without discussions with offerors. Therefore, the initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. The offeror's proposal shall include itemized price lists of charges, complete description of product and services, cost for shipping if applicable, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company, and ORCA shall be current. The offeror must also register in the Government's Contractor Registry System. Note: www.ccr.gov. The proposal shall reference solicitation number NHLBI-CSB-(AR)-2011-369-DEL. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals shall be submitted in writing to the National Heart, Lung and Blood Institute, COAC Services Branch, Office of Acquisitions DERA, NHLBI, 6701 Rockledge Blvd., Room Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deirdre Lyons.
