Description
This is a modification to the synopsis entitled RESEARCH FACILITIES AND ENGINEERINGSUPPORT SERVICES which was posted on February 23, 2011. You are notified that thefollowing information is provided relative to this procurement:1. Prospective offerors are encouraged to ask questions concerning any aspect of thisprocurement. Questions should be submitted to Rich Swanson at the email address givenbelow.Questions and the government's answers will be periodically posted on thiswebsite.2. The following DFRC issues and concerns are shared to assist propsective offerors indeveloping their acquisition strategy, including deciding teaming arrangements andwhether or not to respond to the solicitation.- Budgetary constraints moving forward accomplishing same amount of work with a flat(or declining) budget.- Implementation of Data Center Consolidation and Cloud First federal initiatives providing a solid, reliable data center compute & storage infrastructure to meet theneeds of the Center in a centralized manner while encouraging the use of the Cloud when &where it makes business sense.- Applications support selecting (or developing) & deploying tools to increaseefficiencies at the Center in terms of cost and improved business processes (includesanalysis of existing practices and identifying areas for improvement).- Ensuring all Center IT systems adhere to federal and Agency requirements to the extentpossible and utilize an up-to-date system security plan.- Ensuring security of DFRC systems, applications, and data despite the proliferation ofmobile devices (including personal devices) being used to access corporate resources.- Providing timely information & assessments (including training) on new and upcominginformation technology for potential use to meet Center needs (emphasis on innovation).- Ensuring we stay on the forward edge of technology for systems and support in order tomeet future NASA requirements.For example, increased sampling rates are driving changesin the control room systems designing future solutions to meet evolving needs.- Coordination with DFRC facilities group for any facility support (minor and majorconstruction) necessary to provide timely services under this contract.- Surge capability evaluate ability to respond to short term and/or temporary expertiseneeds to accommodate surge requirements for project support. Proactive reachbackcapability consulting services or access to resources for short term requirements.- Accounting for cost of services, charging practices, and approval of work to theresolution necessary (to specific project and/or organization).- Developing appropriate performance-based metrics that drive efficiencies and ensurethat service areas are staffed appropriately.Additional items may be added to the above list.3. The government anticipates issuing the draft request for proposal (DRFP) before theend of Octorber, with the pre-solicitation/site-visit to be held in mid-November. Thesetimeframes are subject to change.The due date for responses is not extended.Documents related to this procurement will be available over the Internet. Thesedocuments will reside on a World Wide Web (WWW) server, which may be accessed using a WWWbrowser application.
