- The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends tomodify contract N66001-05-D-0004 with Rosser Marine and Charter Company, Inc. in order to increase the option period estimated level of effort cost plus fixed fee and hours, extend the period of performance and extend the contract ordering period. The contract provides for vessel operations, maintenance and repair of a government owned research vessel. The contract was awarded on 3 February 2005 against solicitation N66001-04-R-0047. A solicitation for the follow-on competitive acquisition is in the final stages of negotiations and is expected to be awarded between October and November 2011. The current contract will be modified to allow for continued services during these negotiations. The Government intends to increase the ceiling estimate by 1790 labor hours and it is expected that the ceiling increase will satisfy program requirements through November 2011. The Acoustic Explorer is currently in dry dock for overhaul. Originally scheduled to be released on 05 October 2011, the finding of extensive metal wastage, requiring significant repair or replacement of structural components in the vessels various holding tanks and piping systems, has delayed her release until at least the end of October 2011. The contractor is required to act as the government/owner's agent/liaison for the duration of the overhaul period. Upon release from the shipyard a contracted crew of experienced and knowledgeable personnel will be required to: on-load all fuel, lube oil, and potable water aboard the vessel; connect any/all electronic equipment that has been removed to preclude damage in a shipyard environment; and crew the vessel in transit from the shipyard to SSC Pacific. Additionally, the contractor will be required to oversee the overhaul of at least one, and possibly both (pending inspection/analysis) of the vessels main engines prior to her initial post-overhaul deployment. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
