Description
NASA/LaRC has a requirement for NASAs share of funding for the National Academy ofSciences (NAS) Board of Human/Sytems Interaction (BOHSI). This will cover the Agencysshare of BOHSI's core activities for one year, and is a renewal of the support thatoriginated at NASA Headquarters in prior years.NASA LaRC intends on purchasing this service from NAS BOHSI. NAS BOHSI is a standingboard of the National Research Council, the operating arm of The National Academies, andis sponsored by a coordinated consortium of several federal agencies, among otherorganizations.As part of this consortium, NASA is required to provide its share of thecosts of the activity.The unique placement of BOHSI in the National Academies allowsthe Board to assess and understand issues relating to human interaction with systemsacross the entire Government and provides participating Agencies independent advice andcounsel on Agency-level concerns.No other entity is in a position to bring together the relevant federal agencies toaddress human/systems interaction in such a broad government-wide manner. NASA requiresthe benefits offered by BOHSI and is a full participant in its efforts.The government intends on acquiring a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 26 September 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the Agency.NASA Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is C.Thomas Weih.
