- The U.S. Army, Mission and Installation Contracting Command (MICC) intends to award a sole-source contract, under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii) to i2 Inc., 1430 Spring Hill Road, Suite 600, McLean VA 22102. The NAICS code is 511210. The project is to procure part of the effort to support all these missions with organic criminal intelligence analysis capabilities, the USACIDC has invested in both personnel and applications. One of those applications is the i2 Analyst's Workstation application, which is a suite of i2 products designed for intelligence analysis. The Analyst's Workstation requires application-specific training in order to use it effectively so the decision was made to request a custom course from i2 which would effectively combine two of their one week courses (Analyst's Workstation Course and Charting with Databases Course) into an intensive one week course that the USACIDC would then own and with which they would be able to instruct their own personnel. This notice of intent is not a Request For Proposals (RFQ) or Request For Proposal (RFP). Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government in the future. Interested parties may identify their capabilities by responding to this requirement, no later than 5:00 pm ET, 23 September 2011. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to fulfill this requirement. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email to william.e.grubbs6.civ@mail.mil if the total file size is less than 5 pages. Capability Statements will be maintained for future reference.
