- The VA Pittsburgh Healthcare System (VAPHS) with H. J. Heinz, Highland Drive, and University Drive Divisions has a requirement for providing ground ambulance services for Patients (Beneficiaries, VA employees, and visitors to VAPHS). The Contractor shall provide all vehicles, personnel, management, supplies, transporation, equipment and reports necessary to cover ground ambulance transport services for VAPHS. The Contractor shall have available a minimum of four (4) Advanced Life Support (ALS) and six (6) Basic Life Support (BLS) vehicles at all times for services under this contract, as well as two (2) ALS vehicles on site at VAPHS, each staffed with two (2) paramedics to provide 24 hours per day/7 days per week/365 days per year ambulance coverage and emergency code response at the H. J. Heinz and Highland Drive Divisions of VAPHS. The Contractor shall have four (4) video laryngoscopes available on site at VAPHS for use by the paramedics--two (2) at the H. J. Heinz Division and two (2) at the Higland Drive Division. Contractor shall be an established ambulance service provider. All vehicles proposed for use under the contract shall meet the minimum vehicle requirements as mandated by Federal Specification KKK-A-1822F. It is the VA's intent to solicit offers and award one contract on a competitive basis. This solicitation is open to both small and large businesses. The applicable NAICS code is 621910 with a size standard of $7.0 million. All offerors shall be registered with Central Contractor Registration (CCR) at www.ccr.gov to be considered for an award. The solicitation will contain requirements for an 11-month base period November 1, 2011 - September 30, 2012; and there will also be two (2) option years that allow the Government the unilateral right to extend the Contract period for twelve (12) additional months per option year exercised. This requirement is subject to the availability of funds. The solicitation will be issued on or about September 21, 2011.
