- RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS PROCUREMENT WILL BE AWARDED UTILIZING THE DIRECT AUTHORITY SOLE SOURCE PROVISIONS (15 U.S.C. 637(a)) CONTAINED IN THE 8(A) STARS 2 GOVERNMENT WIDE ACQUISITION CONTRACT. The American Recovery and Reinvestment Act of 2009 (ARRA) is an unprecedented effort to jumpstart our economy, save and create millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century. ARRA is an extraordinary response to a crisis unlike any since the Great Depression. The Recovery Act established unprecedented levels of transparency and accountability, creating the Recovery Accountability and Transparency Board (RATB), for the express purpose of conducting oversight of ARRA funds and preventing or identifying fraud, waste, abuse, and/or mismanagement. The Recovery Board has a backlog of datasets that will be used in implementing a ‘Do-Not-Pay-List' initiative amongst other projects in support of the agency's accountability mission. The Recovery Board is seeking a high end data processing solution that has the capability to rapidly process and match hundreds of millions of records against user input data on current and prospective recipients of stimulus funds. The proposed solution must provide a high performance end-to-end data processing system that includes data cleansing, standardization, modeling, and matching of huge volumes of disparate data against user input data based on specified business rules. The solution will integrate as a subcomponent of a large federal system designed to identify high risk individuals or business entities and improve agencies' financial decisions related to the American Recovery and Reinvestment Act (ARRA). Estimated solicitation issue date is on or about September 20, 2011. The Government does not anticipate conducting a Pre-Proposal Conference. This effort includes a base period with no option periods. The Base Period is Firm Fixed Price. There will be no public bid opening. This is not a request for competitive proposals, nor is a solicitation available. This notice is provided for "informational purposes only" under the American Recovery and Reinvestment Act of 2009.
