- RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS PROCUREMENT WILL BE AWARDED UTILIZING THE DIRECT AUTHORITY SOLE SOURCE PROVISIONS (15 U.S.C. 637(a)) CONTAINED IN THE 8(A) STARS 2 GOVERNMENT WIDE ACQUISITION CONTRACT. The American Recovery and Reinvestment Act of 2009 (ARRA) is an unprecedented effort to jumpstart our economy, save and create millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century. ARRA is an extraordinary response to a crisis unlike any since the Great Depression. The Recovery Act established unprecedented levels of transparency and accountability, creating the Recovery Accountability and Transparency Board (RATB), for the express purpose of conducting oversight of ARRA funds and preventing or identifying fraud, waste, abuse, and/or mismanagement. The Recovery Board is looking to enhance its ability to rapidly ingest and analyze datasets for rapid analysis to detect data patterns that might be indicators of fraud, waste or abuse of Recovery Funds. The required technology solution must be able to rapidly ingest millions (even hundreds of millions of rows) without the need for extended data modeling or the need for an external ETL (extraction, transformation and loading) process, which is required by traditional Business Intelligence and Data Analysis tools. The solution needs to be highly agile and capable of rapidly ingesting large, diverse and ever changing sets of data. The ability to ingest structured, semi structured and unstructured content, without the need for a data model or standard data schema is a must. The system must provide the ability to unify diverse data sets including incompatible and highly dimensioned data to enable side by side discovery and correlation. The ability to rapidly ingest and analyze in an ad-hoc manner new and large datasets is critical for the Recovery Board to perform its accountability mission. There is a backlog of datasets that needs to be analyzed towards implementing the Fast Alert initiative amongst other Accountability analysis projects. It is essential for the Recovery Board to be able to acquire a technology that has the ability to rapidly ingest diverse sets of data without the need for extensive data modeling or external ETL, which can delay the analysis process by months. In addition, the solution must be suitable for use by non-technical users with rich customization and visualization capabilities that allow for the creation of: dashboards, alerts, charts & graphs, mathematical formulas and other analytical support functions. Estimated solicitation issue date is on or about September 20, 2011. The Government does not anticipate conducting a Pre-Proposal Conference. This effort includes a base period with no option periods. The Base Period is Firm Fixed Price. There will be no public bid opening. This is not a request for competitive proposals, nor is a solicitation available. This notice is provided for "informational purposes only" under the American Recovery and Reinvestment Act of 2009.
