Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combines Synopsis/Solicitation # W91ZLK-T-0466 The Aberdeen Proving Ground Installation Contracting Office has a requirement for Walk-In Fume Hood. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; The solicitation number is W91ZLK-11-T-0466 and is issued as a request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 337127 with a small business size standard of 500.00 employees. This requirement is a Small Business set-aside and only qualified offerors may submit bids. This solicitation will end on 23 September 2011 at 4:00:00.PM Eastern Standard Time. All offers must be emailed to Tyce L. Bell, tyce.l.bell.civ@mail.mil. All responses will be considered by the agency. NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. The ECBC, Edgewood Chemical and Biological Center located in the Edgewood Area of Aberdeen Proving Ground needs to replace a Walk in Fume Hood. This solicitation consists of purchasing and installing one 8' x 4' stainless steel walk in fume hood 48" deep x 90" O.D. The walk in fume hood is an open faced hood with 2 vertical sashes - sashes must be made out of safety glass and type 302 stainless steel. The interior of the hood MUST be completely lined with applied type 302 Stainless steel. The roof and duct collars of the hood need to be lined with stainless steel. The hood needs to have a stainless steel applied floor that is bolted to the floor with a rubber gasket in between. The hood is to have 1 light switch, 2 duplexes 110v and 2 RC-Air hook ups. Air is drawn into the hood under and through the opened sash and is exhausted through openings in the rear and top of the cabinet to an exhaust stack on the roof of the building. The exhaust control system detects the movement of the sash and adjusts the volume of air required to maintain a constant face velocity. The canopy hood is used to exhaust toxic materials such as chemicals as well as non-toxic materials such as steam, odors, and heat. The Contractors will purchase and install hoods and must have 1) the expertise in laboratory air handling systems to determine the needs of the laboratory, 2) be able to determine the specific fume hoods and equipment needed to ensure all fume hoods are functional and safe to use in the current fume hood control system, 3) designed to operate safely with an average face velocity of 100 feet per minute (FPM) with negative variation of not less than 20% of the average air flow, 4) the outer walls of the hoods must be constructed of catalytically activated polyurethane coated steel with inner hood walls must be covered in applied type 302 stainless steel and have a sash constructed of " thick laminated safety glass, 5) air baffle control must be automated and the baffles constructed of chemically resistant coat aluminum, 6) all work surfaces need to be constructed of stainless steel, 7) must be safety rated by the National Institute of Health with a rating of 6.0 AM 0.01 at a minimum sash opening of 15". The existing control system is a Honeywell System. The canopy hood must be constructed of galvanized steel. The quote needs to include 4 mobile cabinets with 1" Epoxy resin countertops, 4 wall mounted cabinets, a stationary sink base cabinet and a Epoxy Pegboard 36"w x 36"h with 78 pegs. The mobile cabinets are to be 48" wide - 2 cabinets need to have doors with a single shelf in them, 1 cabinet needs to have 4 long drawers, and 1 cabinet needs to have 2 long drawers and 5 small drawers. The sink base cabinet needs to be 48" wide and have doors a 1" thick Epoxy resin countertop and a 25 x 15 x 10 under mounted sink with a swing Gooseneck Faucet w/ Vacuum Breaker & Blade Handle. The 4 wall mounted cabinets need to be 48" wide and need to have double doors with 2 shelves. All cabinets and outer coverings on the hood need to be cream or beige. Your quote must include all parts, material, and labor necessary to install hoods, as well as plumbing. The areas of installation must be clean after completion. All required industry certifications must be obtained. All Deliverables are FOB Destination. Provisions 52.212-1 or reject the terms and conditions of this solicitation may be excluded from consideration. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition. FAR Provisions 52.212-1, Instructions to Offerors of Commercial Items (Jun 2008). FAR Provision 52.212-3 Offeror Representations and Certifications Commercial Item (May 2011). Prospective contractors must also complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. (See FAR 4.1102). Prospective contractors shall update the representations and certifications submitted to ORCA as necessary, but at least annually, to ensure they are kept current, accurate, and complete. FAR 52.212-5 Contract Terms and Conditions required to Implement Statues of Executive Order Commercial Items (Aug 2011) applies to this acquisition. It behooves anyone who is submitting a quote to begin this process as soon as possible since it can take several days to complete. Failure to register by close of business on the third day after notification of possible award by the Contracting Officer may cause rejection of your offer.
