- This is a Sole Source Procurement with the Regents of the University of California San Diego, Scripps Institution of Oceanography, 9500 Gilman Drive, San Diego, CA 92093-0210. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items. In addition, this procurement shall be performed Using Simplified Acquisition Procedures under the authority of FAR 13.5. This announcement constitutes the only solicitation; a Request for Proposal (RFP) is NOT being requested and a written solicitation will not be issued. The NAVSUP Fleet Logistics Center, San Diego, CA (NAVSUP FLC SD) intends to award a firm fixed price contract for Marine Mammal Monitoring in the Gulf of Alaska for the Department of Oceanography for the Naval Post Graduate School, Monterey, CA 93943 on a sole source basis to the Regents of the University of California San Diego, Scripps Institution of Oceanography. This is being done under the authority of FAR Part 6.302-1 to the Regents of the University of California San Diego, Scripps Institution of Oceanography. The Regents of the University of California San Diego, Scripps Institution of Oceanography has demonstrated expertise and experience to successfully conduct these monitoring efforts. The applicable NAICS: 541990, business size $7.0M. The Solicitation number is N00244-11-R-0072. The RFQ and incorporated provisions and clauses are those in effect through FAR FAC 2005-53 and DFARS-DCN 20100408. The requirement is for a firm fixed price contract for the following items: Line Item 0001: Marine Mammal Monitoring Services, Quantity 12 Months Government Delivery Requirements: Period of performance is for 12 months after contract award. All transportation charges to be paid by the contractor without additional expense to the Government. Offers submitted on a basis other than F.O.B. Destination will be rejected as non-responsive and offers may be deemed unacceptable. Inspection and acceptance will be made at Destination by the Government. Delivery will be made to the Naval Post Graduate School, Monterey, CA 93943. Attn. John Joseph. Post Award Contract Administration will be performed by NAVSUP FLC SD, Code 230. Payment: The US Navy anticipates using Wide Area Workflow (WAWF) to pay invoices IAW DFAR 252.232-7003 and NAVSUP clause 5252.232-9402.
