CONTRACTING ORGANIZATION: United States Air Force 22 CONS/LGCA Contracting Officer: Rosa Krauss, DSN 743-4525 53384 Kansas Street Bldg 840, St 108 McConnell AFB, Kansas 67221 Purchase Request: F2Z39C1259A001 II. DESCRIPTION OF THIS ACTION: A. Upon approval to use other than full and open competition procedures, 22 CONS will issue a new contract to repair the Vehicle Immobilizer System through Catsclaw Americas, LLC, 1489 Barker Dr., Randleman, North Carolina, 27317-7873, 336-339-0204, Bruce Layton, Cage Code 55Z83. B. Contemplated Contract Type: Firm-Fixed-Price (FFP) Contract. III. DESCRIPTION OF SUPPLIES AND SERVICES: A. Narrative Description: The Vehicle Immobilizer Systems, as originally installed, are experiencing structural and mechanical problems due to improper drainage and corrosion resulting in frequent repairs and unreliable deployment. Currently, the motor drive nuts are located on the low side of the roadway receiving gutter flow and facilitating corrosion. This project is for the removal and replacement of Vehicle Immobilizer System foundation, motor drive units, and controls (as needed) at east and west Access Control Points. B. The total cost of this requirement is $******. The appropriation code is 3400. IV. STATUTORY AUTHORITY: 10 USC 2304 9 (c) (1) as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements V. APPLICABILITY OF AUTHORITY: 1. A. The existing Vehicle Immobilizer System was manufactured by Catsclaw Americas, LLC, and was purchased and installed in 2005 in the amount of approximately $193k. Several components of this system will be re-used, resulting in substantial cost savings. Current equipment has experienced significant degradation, requiring considerable and frequent repair. Acquisition of Catsclaw parts will facilitate the compatibility with existing mechanical and electrical equipment. The existing system also has the capability to install new motor drive units in the required configuration without additional modification. Catsclaw Americas, LLC personnel, having previously installed their system at MAFB, have the unique experience and knowledge of operating with and maintaining their equipment, utilizing the Catsclaw Installation Form Kit (also a sole source purchase item), and knowledge of their control panels assures a timely and professional installation. Purchase of dissimilar equipment and parts may create incompatibilities and unnecessary delays. VI. EFFORTS TO OBTAIN COMPETITION: This sole source justification will be posted on http://www.FedBizzOpps.gov to satisfy the requirements of FAR Part 5.102(a) which states the contracting officer must make available through the GPE solicitations synopsized through the GPE, including specifications, technical data, and other pertinent information determined necessary by the contracting officer. VII. FAIR AND REASONABLE COSTS: It is anticipated the cost of this acquisition will be fair and reasonable. Pricing will be submitted to 22 CES for technical review and evaluation, and negotiations will be held for any elements identified by the technical representative. VIII. MARKET RESEARCH: Market research was conducted by searching GSA and internet sites to find companies that would be able to meet our requirement of repairing the existing Vehicle Immobilizer System. No other company showed capability to provide the equipment or services IAW our statement of work. Due to items that can only be purchased from Catsclaw Americas, LLC, and the companies knowledge of their systems and equipment, the purchase of dissimilar equipment and parts may create incompatibilities, unnecessary delays, and unexpected costs. IX. OTHER FACTORS: None. X. INTERESTED SOURCES: None. XI. STEPS TO FOSTER COMPETITION: This sole source justification will be posted in accordance with FAR Part 5.102(a) as a step to foster competition. This will be posted for no less than 30 days. XII. CONTRACTING OFFICER'S CERTIFICATION: The Contracting Officer's signature on the coordination document evidences that they have determined this document to be both accurate and complete to the best of their knowledge.
