- NASA/DFRC has a requirement for a weather mapping sensor and pilot display systemcalled a Stormscope.'The system enhances situation awareness to the DFRC pilots ofsevere weather and lightning as much as 225 miles ahead of the planes path. Part#AI1460-2 (quantity 1) WX-500 StormScope, installation kit, airborne conv. module forGlobal Hawk, Part #AI1460-3 (quantity 2) - Skywatch HP and converters, Part additionalMFD and GS data converters (quantity 2), Part #AI1460-3 (quantity 2) - RTA-842 WX Radarand Converter boxes, Part #AB2000 (quantity 4) - AIRINC 708 converter boxes, and AI1460-3software and development. NASA/DFRC intends to purchase the items from Aviation Instrument Technologies, Inc.,39520 Aviation Ave, Zephyrhills, FL 33542. Aircraft Instrument Technologies Inc. (AIT)was previously selected by NASA DFRC as the only source with demonstrated experience andproprietary circuitry to provide integration of separation Stormscope components usingUDP-IP packet communications that are compatible with the NASA Global Hawk communicationssystem. The AIT system is now flying on the NASA Global Hawk and includes theiruniquely developed, proprietary UDP Data Converter Unit which converts the serial outputprotocol between such avionics items as the StormScope Processor and the Global HawkCockpit Display Unit via a bi-directional UDP-IP packet protocol over the Global HawkKu-Satcom communications system. Aircraft Instrument Technologies Inc. has proprietaryrights to this technology including unique software expertise to modify their unit tomatch the static-IP address used on the GH.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 27, 2011.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
