- Description
- Performance-based Work Statement SF1449 The Contactor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform maintenance of railroad crossing No. 3 - Hachiko Line at Yokota Air Base in a manner that ensure continuous and reliable condition. The performance period shall be from 1 Oct'11 through 30 Sep'12. The services shall be in accordance with the Japan Railway Company's (JR) rules and regulations. The Contractor shall perform the services in accordance with the estimated workload, site plans, and work schedule provided to 374 CES/CEOSS, which were identified by JR. The services are categorized including but not limited to the following three (3) segments: (1) Inspection of Roadbed. The Contractor shall perform inspection services to ensure roadbeds are properly maintained in good condition. The required services include but not limited to safety patrolling, inspection of track irregularity, regular tie, ballast, rail, other materials. (2) Maintenance of Signal Communication System. The Contractor shall perform inspection services and maintenance works of signal communication system to ensure electrical devices are maintained in good condition. The required services include but not limited to inspection and maintenance of crossing, crossing signal, electric crossing gate, crossing trouble warning device, luminous special signal, detection alarm, obstacle detection alarm, crossing control device, rejecter, storage battery, crossing earth, and crossing bar signal equipment, iron conduit system, railroad crossing safety equipment, interlocking device, signal line. (3) Maintenance of Electrical System. The Contractor shall perform inspection services and maintenance works of electrical system to ensure electrical devices are maintained in good condition. The required services include but not limited to inspection and maintenance of lighting facility, power source, circuit track, electric power device. The Contractor shall make every effort to schedule its maintenance activities so as not to interfere with U.S. Government operations. In the event such interference become necessary, the contractor shall provide the Contracting Officer or his/her designated representative with a minimum of five (5) days advance notification of the proposed work. In the event any emergency repair work is required to maintain the railroad crossing in safe and operable condition, the Contractor may proceed the work under acknowledgment of Contracting Officer or his/her designated representative. All maintenance work shall be in accordance with JR's rules and regulations. The Contractor will not be reimbursed the amount exceeded the obligation on the designated CLIN unless properly modified the contract pursuant to the clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items in the contract.
