- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with CGI Federal Inc., 12601 Fair Lakes Circle, Fairfax, VA 22033 for Information Technology (IT) Support Services for the Joint Strike Fighter Program Office (JSFPO). The Government intends to procure the above services under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, to ensure there will not be a break in the services required, while a competitive Seaport-e Task Order is being put in place. The period of performance on this procurement will be six months from date of award, with two (2) three-month option periods. The Joint Strike Fighter (JSF) (F-35) program is a joint DoD ACAT 1D major acquisition program that includes the U.S. Air Force, U.S. Navy, and U.S. Marine Corps. JSF also includes eight foreign partner countries formally identified as Cooperative Partner Participants (CPP) along with two other countries called Security Cooperative Participants (SCP). Because of the international nature of the program, combined with the highly sensitive technologies being designed into the total air system, IT Services are mission critical. The IT Support Services for over 2,000 personnel in more than seven geographically separated government and contractor sites include providing data storage service for the JSFPO; providing network connectivity to all of the field sites; maintenance of the network including help desk support of 24 hours, 7 days a week, 365 days a year; providing, maintaining, and accounting for all of the IT hardware both at the classified and unclassified level; maintaining all encrypted networks throughout the country; developing unique software critical to the design and development of the architecture networks; and telephone, teleconferencing, and video teleconferencing. CGI Federal Inc. is currently supplying the support services for this requirement. It is in the Government's best interest to issue a new contract to CGI Federal Inc. for a continuation of services. This will insure there will not be a break in the services required, which would cause the entire JSF Program to seize operation. This contract is being processed solely for the purpose to insure continuity of services to avoid interruption of program support. There is a competitive SEAPORT-e package in process for the contractor support service requirements. This sole source action is a temporary bridge for the continuation of services until the SEAPORT-e Task Order is in place. A determination by the Government not to open this requirement to competition based upon the response to this notice is solely within the discretion of the Government.
