Description The National Cancer Institute requires the following components and installation to repair and bring the EG&G ORTEC high-energy high resolution gamma spectrometer into good working order. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation/request for quote: No. RFQ-NCI-110136-EB includes all applicable provisions and clauses in effect through FAC 2005-53 (August 4, 2011) simplified procedures for commercial items. The North American Industry Classification Code is 334516 and the business size standard is 500 employees. The high-energy high resolution gamma spectrometer detector is a critical component of the NCI's radiochemistry program and entire projects related to targeted radiation therapy, targeted radionuclide imaging applications, and all of the clinical trials related to that same research. The Instrument is in critical state of decline and is in need of major repairs. There is critical need of the instrument to continue to support a now open clinical trial. The current instrumentation consists primarily of EG&G ORTEC components and software. The requirement consists of the components and installation to bring the instrument to working order. The instrumentation has the requisite energy resolution (FWHM = 1.75 KeV @ 1.33 MeV), a peak to Compton ratio of >= 41 that allows the separation and distinction of the characteristic peak energies of Pb-212 (@ 238.6 KeV) and Ra-224 (@ 241 KeV). It is critical to be able to assess the breakthrough of Ra-224 in the generator eluates. This instrumentation accomplishes this requirement. The detectors of comparable size and efficiency from other vendors on the market have lower energy resolution and peak to Compton ratios which is an unacceptable limitation. Compatibility of the current instrumentation with all upgrades and repairs is a critical requirement that cannot be compromised on due to that potentially resulting in instrument failure as well as inconsistent results that then jeopardize both clinical and pre-clinical studies. REQUIRED ORTEC COMPONENTS: 1. Model: Gem10P4-70. ORTEC GEM Coaxial P-type HPGe Gamma-Ray Detector (PopTop), useful energy range ~40 keV to 10MeV. 2. Model: CFG-X-COOL-II-115. X-COOLER II with PopTop connector using 110-120 V ac, 60 Hz Input Power. 3. Model: X-COOL-STAND. Omnidirectional Cold Head Stand (ideal when replacing 30 L dewar dipstick type Cryostats). 4. Model: X-COOL-UPS-115. 30 minute backup power system (1140 VA). 5. Model: CRYOSECURE. Programmable Compressor Power Controller (ensures that detector is fully warmed before commencing cool down after power failure). 6. Model: DSPEC-jr-2.0-POSGE. DSPEC jr 2.0 Digital Gamma Ray Spectrometer with MAESTRO-32 Software and DIM-POSGE, for use with non-SMART-1 detector. 7. Model: A66-U32. Update for A66-B32 Software. Contractor shall provide all components, install and return equipment to operational condition no later than forty-five (45) days after award. BASIS FOR AWARD: Will be awarded to the lowest price that is the most technically acceptable.
