- NASA/GRC has a requirement to purchase 100 lbs. of Out of Autoclave ProcessableBismaleimide Prepreg materials.NASA/GRC intends to purchase these materials from Stratton Composite Solutions, 865Chestnut Lake Dr., Marietta, GA 30068.We have been significanlty involved in collaborative efforts with the DOD ManufacturingTechnology program which included the Air Force and Navy. We have initiated cure studieswith samples we have received from Stratton composite solutions. NASA GRC has begun datacollection on two bismaleimide systems provided by this vendor. The data alreadycollected with this resin is only useful if work is continued with these materialsystems. It would be costly both in time and money to begin this testing over again withany other vendor.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.The sole source is under the authority of FAR Reference 13.106-1(b)1.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than close of business onSeptember 23, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
