Description
Information Needed - SOURCES SOUGHT SYNOPSIS: This is a Sources Sought Synopsis announcement, a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community (Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HubZone), Service Disabled Veteran Owned (SDVOSB), Women-Owned Small Business, Historically Black Colleges and Minority Institutions (HBCU/MI ), to compete and perform a Firm Fixed Price Construction Contract with an estimated VALUE of between twenty-five and one hundred million dollars ($25-100M); in accordance with DFARS Part 236.204 Disclosure of the Magnitude of Construction Projects. The Government is seeking qualified, experienced and reliable sources capable of performing construction of a Maneuver Systems Sustainment Center (MSSC) for tactical wheeled vehicles repair at Red River Army Depot, Texarkana, Texas. This includes construction of the Assembly Building, hardstand and covered staging/fuel area. Antiterrorism/force protection measures include a mass notification system. Project also includes fire protection systems that connect to the installation's central system, connection to Energy Monitoring and Control System (EMCS), and building information systems. Supporting facilities include connections to all required utilities, exterior lighting, lightning protection, loading areas, storm water management, and site work. Special foundations are required as is requirements for specialized processes involving hazardous chemicals and specialized construction for follow on equipment layout, and coordination with multiple contractors. Heating and air conditioning will be provided by self-contained units. Access for individuals with disabilities will be provided. Comprehensive building and furnishing related interior design services are required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Air Conditioning (Estimated 40 Tons). Sustainable principles, to include Life Cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with Executive Order 13423, 10 USC 2802(c), and other applicable laws and Executive Orders. LOCAL VENDORS ARE ENCOURAGED, ALL SMALL BUSINESS are encouraged to provide a proposal outlining their capabilities to perform this work with (1) Company name, address, point of contact, telephone number, and email address. (2) Type of Small Business Community member (Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZone), Service Disabled Veteran Owned (SDVOSB), Historically Black Colleges, Women-Owned Small Business (WOSB) and Minority Institutions (HBCU/MI), under the North American Industry Classification System (NAICS) code 236220 which equates to SIC code 1542 with a size standard of $33.5 Million. (3) Identify servicing Small Business Administration District Office. (4) Offerors must be able to deliver ALL items described above (under description). (5) Provide no more than three (3) references, for no more than three (3) of the most recent and relevant contracts, performed within the last three (3) years. Include name, address, telephone number, and email address of references. Also, provide a brief description of the work performed, contract number, total contract value, and period of performance. Contracts must be same or similar to the work described in this announcement. Existing and Joint-Ventures and other teaming arrangements are acceptable and encouraged. All responsible small businesses may submit a proposal which shall be considered by the agency in making a decision whether to set this requirement aside for small business participation only. Under FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees for general construction-type procurement.
