- Description: The Environmental Protection Agency (EPA) intends to enter into negotiations with EC/R, Incorporated for a six-month extension to existing contract, EP-D-07-001, on a sole source basis, IAW FAR 6.302-1(a) (2). The current contract was awarded on a small business set-aside competition basis and is to expire 10/26/11. A follow-on competitive procurement is in process; however, it will not be awarded before EP-D-07-001 expires. The EPA's office of Air Quality Planning and Standards (OAQPS) relies on this contract to provide support for review, development, promulgation, and implementation of the National Ambient Air Quality Standards (NAAQS), the National Emission Standards for Hazardous Air Pollutants (NESHAPs), and the New Source Performance Standards (NSPS). Specific contractor assistance and support tasks include the following: (1) investigations; (2) analyses; (3) data collection and operations; (4) development of guidance and procedures; (5) preparation of manuals, workshops, and training; (6) the use of techniques supporting findings and recommendations; (7) technical/ information transfer; and (8) coordination with other EPA offices and other Federal, State, Tribal, Regional and local programs to develop single or multimedia regulatory strategies, and to address pollutant transport issues. Along with other tasks within the Statement of Work (SOW), OAQPS is reviewing several NAAQS, including Ozone, Particulate Matter, and NOx/SOx scheduled for possible promulgation in the next 12 to 18 months. Ongoing contractor support is imperative during this period. The Agency has a substantial investment in the unique experience and knowledge that EC/R developed while providing support for implementation and strategies development. EC/R has been providing support for these programs since Contract EP-D-07-001 was awarded in 2006. They are uniquely qualified to provide the additional six-month effort because timing is critical and no other contractor could acquire the knowledge and expertise of the regulatory sectors in the time frame that is required. It would take substantial duplication of time and money for another contractor to provide the service that would meet this requirement, and the costs are not expected to be recovered through competition. This synopsis is a notice of intent to issue an award for contract extension under other than full and open competition and should not be considered a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement not later than October 5, 2011 at 2:00 p.m. EST. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Information received will be considered solely for the purpose of determining whether competition is viable. If no acceptable timely responses are received, the contract with EC/R will be extended by a six-month period. A determination by the Government not to compete this contract extension, based upon responses to this notice, is solely within the discretion of the Government.
