Justification for this sole source procurement is in accordance with FAR 6.302-1(a) (2) (ii) (A), only one responsible source and FAR 6.302-3 (b) (1) (III), Research Capabilities. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no valid responses are received, the South Texas Veterans Health Care System will proceed with the intended sole source contract. Responses must be received no later than 12:00 P.M.
