19 September 2011 TO: ALL Potential Respondents SUBJECT: Notice of Release of SMC Development Planning Directorate's (SMC/XR) Reusable Booster System (RBS) Research Study Final Reports. 1. The Space and Missile Systems Center (SMC), Directorate of Development Planning (XR), Los Angeles Air Force Base, California is currently releasing all results of the RBS Research Studies, which were conducted from November 2010 to August 2011. 2. The purpose of the research studies was to better understand the RBS trade space. XR specifically wanted to assess the flight dynamics, flight control, and technological impacts associated with unproven RBS flight maneuvers. The following areas were studied by industry: a. Return to Launch Sites (RTLS) b. Booster Phase Abort (BPA) c. Upper Stage Separation (USS) The research studies were conducted by Andrews Space, The Boeing Company, and Lockheed Martin. Andrews Space studied RTLS, BPA and USS, Boeing studied BPA, and Lockheed Martin studied RTLS, BPA and USS respectively. 3. SMC/XR intends to distribute contractor's final reports to qualified interested parties. 4. Interested companies who wish to receive the RBS Research Study final reports must meet the following criteria: a. Must be a qualified U.S. contractor. b. Must be able to accept reports in accordance with DoD Directive 5230.25 (attachment 1). c. Must submit a request in accordance with DoD Directive 5230.24 (attachment 2). Requests for Final Reports All formal requests are to be provided electronically in Microsoft Word 2000 or later or Adobe Acrobat Exchange Portable Document Format (.pdf) (with copy/paste function enabled) on company letterhead. Requests are due by 31 Dec 2011. Please indicate which final reports you are interested in receiving (i.e. Andrews Space, Boeing, or Lockheed Martin). SMC/XR will send the requested final reports on a cd to the requestor's business address, which should be provided by each company in their formal request. Once received, the final reports cannot be distributed outside of the requesting organization. All requests for information must be submitted directly to XR by the specified deadline. All ITAR and other regulations, noted in previous sections, must be upheld by each requesting organization. Requests from qualified small and small disadvantaged small business is encouraged.
