- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.603 -- Streamlined Solicitation for Commercial Items constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is being issued as a Brand Name Specific request for quotation (RFQ) for Solicitation number 548-11-4-5512-0378/V548C10383. In accordance with Federal Acquisition Regulation (FAR) 5.202(a)(13), Exceptions to publicizing contract actions, there will not be a pre-solicitation notice posted for this required action. This solicitation is reserved exclusively for small business concerns. The NAICS code is 333912 with a small business size standard of 500 employees. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-53. The West Palm Beach VA Medical Center has a requirement for a Powerex Medical Claw Vacuum Package Quadraplex System CVPQ150541 compatible with existing Powerex systems designed to create a suction system to remove unwanted fluids or gases from Hospital/Laboratory working areas. The Powerex Oil-free Medical Vacuum System Package shall be compliant with the current NFPA 99 (Level 1 System) requirements for medical vacuum systems. GENERAL DESCRIPTION Base Model Number: CVPQ150541 System Capacity*:387 SCFM @ 19" Hg. Horsepower (total): 60 HP Receiver Size/Configuration:200-Gallons / Vertical Voltage/Phase/Hertz: 460V, 3Phase, 60 Hertz * System performance shown with one vacuum pump in reserve, per NFPA 99 The medical vacuum pumps shall be of the air-cooled oil-free rotary claw design and equipped with a set of opposing rotors with frictionless operation, eliminating the need to service or replace wearing parts. Each oil-free rotary claw vacuum pump shall be equipped with: "TEFC, standard efficiency electric motor with coupling "Inlet Filter "Vibration Isolators "Vacuum Relief Valve "Check Valve RECEIVER TANK The A.S.M.E., National Board registered, vertical air receiver shall be provided with: "Vacuum gauge "Manual tank drain "3-valve bypass "Corrosion resistant lining HMI CONTROL PANEL Nema 4/12, UL508A listed and labeled with two control transformers with disconnect protected primary and secondary circuits. Panel shall have automatic PLC alternation with vacuum transducer and reserve pump "in use" alarm with visual and audible indicators. All alarms shall have dry contacts on a labeled terminal strip for remote alarms. "HMI Touch Screen "Programmable Logic Controller "Power Distribution Block "Motor Circuit Breaker disconnects with through door operators "HOA switches "Minimum run timers "Vacuum transducer "Audible alarm "Acknowledge button "Single Point Power connection "Redundant 120Vac control transformers with fused primary and secondary protection "Dry Contact for Reserve Pump in Use "General Fault Dry contacts to include: High Temp, Motor Overload Trip, Reserve Transformer in Use, Pump Maintenance Required. HMI Display shall feature: "System Vacuum (Hg) "Pump Status "Pump Type "Pump Run Hours "Alarm screen "Alarm history "Service information "System "Sequence of Operation" "Pump Maintenance Screens Alarms on touch screen: "Reserve Pump in Use - Audible and Visual "High Temperature Shutdown - Audible and Visual "Reserve Transformer in Use - Visual only "Overload - Visual only "Pump Maintenance Required-Visual only SYSTEM CONNECTIONS The system is supplied with flexible connectors for both intake and discharge. All piping shall comply with current NFPA 99 requirements. Scope of work (Mechanical): 1)Install temporary hook up in vacuum line. Allow for the connection of "back up" vacuum system. ACW will set up 2 hour down time with VA Hospital. The vacuum system will be completely down during this time to allow for cut in of tee and ball valve allowing for temporary connection. 2)Provide Back up Vacuum System. ACW will provide "back up" vacuum system. (Triplex 7.5 hp.) Unit will be set in place and wired by electrician prior to start of work. 3)Remove existing duplex medical vacuum system. ACW will demo the existing vacuum system. This will consist of removing each vacuum pump separately, removal of tank, control panel and then cutting up the frame of system to allow for removal out of room. General sweep up and clean p of the pad will be preformed. 4)Install New Vacuum Package. ACW will set new unit into place. Connection of vacuum line will be made to existing 3" copper line inside of equipment room. This connection will be done in type K copper. Connections for the discharge air to existing 4" copper exhaust line. Each discharge will be able to be isolated with ball valve. 5)Preform Start up: Factory authorized technician will preform the start up on the vacuum system. Preform all factory required checks and inspections. Scope of work (Electrical): 1)Disconnect the power from the existing skid. 2)Disconnect the EMS wiring from the existing skid. 3)Disconnect and remove the existing QMCC #13 breaker that feeds the existing skid. 4)Abandon the existing slabbed 480V feeder in place for future use. 5)Run a new 100A 480V feeder in new conduit overhead from the existing QMCC switchgear to the new skid. 6)Make the power connection to the above. 7)Replace the existing MCC breaker with the proper size. 8)Re-route the existing EMS wiring to the new skid for monitoring. 9)All core drilling and fire seals are included. In accordance with FAR 52.212-1(k), prospective awardee shall be registered and active in the CCR database prior to award. If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer (NLT due date/time of solicitation), the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. The Government intends to award one firm fixed price (FFP) purchase order resulting from this solicitation to the responsible offeror(s) whose quote is the lowest price technically acceptable.
