Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this solicitation. This announcement constitutes the only publication; quotes are being requested and a written solicitation will not be issued. All responsible sources may submit a response, which if timely received must be considered by the agency. The solicitation number M00264-11-T0294 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50 and DFAR Change Notice 20110506. This solicitation is 100 percent set-aside for all qualified small businesses. The North American Industrial Classification System (NAICS) codes for this requirement are: 811118 and the small business size standard 7M. This solicitation is for the repair and rehabilitation of the P26 Crash Fire and Rescue nurse unit ™s water tanker/tender. The Government intends to issue a single award to the lowest price technically acceptable offeror. CLINITEMQTYU/I 0001Repair and Rehabilitation of P26 water tanker/tender1EA STATEMENT OF WORK FOR THE REPAIR AND REHABILITATION OF THE P26 WATER TANKER/TENDER Scope. This Statement of Work (SOW) establishes and sets forth tasks and identifies work that shall be performed by the contractor for the repair and rehabilitation of the water tank on a P26 water truck. This SOW authorizes for the repair and rehabilitation of the P26 water tanker/tender, stabilization of existing parts, cleaning, repair, and a final treatment report. All questions that arise during the treatment process that are not covered in this SOW, or other documentation attached to this contract, shall be directed to the Contracting Officer ™s Representative (COR) for review. Upon completion of the repairs and rehabilitation, the Motor Transportation Maintenance section at MCB Quantico shall be notified for final inspection and acceptance. Background. The Marine Corps Air Facility (MCAF) has a requirement for portable, truck mounted water storage to assist the firefighting and rescue capabilities of the Air Rescue Fire Fighting (ARFF) unit at the airfield. The P-26 water truck/tender meets that requirement. As part of its mission, MCAF is tasked with storage of firefighting water to provide needed coverage in case of emergencies at the airfield and other places the services may be needed. The P-26 water tender/tanker is the only vehicle of its type in our inventory and is extremely critical to the airfield operations at the Marine Corps Air Facility (MCAF) at MCB Quantico. Applicable Documents: The following documents shall be made available for reference. Any Technical or Service Manual that is in Maintenance Library at Motor Transportation Maintenance, if required. Government Documents and Publications. Background information on operations and history of the P-26 water tender/tanker will be made available to the contractor for all of the items requiring repair or rehabilitation. In some cases there will be minimal information or history on some items, what historical data does exist will be made available to the contractor upon request. Requirements. Contractor must have a maintenance/work facility, and technicians capable of performing and testing all needed repairs. 3.1 General Tasks. In fulfilling the specified requirements, the contractor shall: a. Inspect, analyze, evaluate, and determine the repair and rehabilitation of the multiple leaks in the P-26 water tender/tanker, recommend intervention techniques, as well as provide alternate repair/rehabilitation solutions, where applicable. b. Remove tank from chassis and replace all sills, cross members, outriggers and tie down systems. c. Test tank with water and/or air and make all needed repairs to ensure the water storage tank is liquid/air tight. d. Install new oak runners for tank to sit on. e. Prepare, prime and paint all areas of work back to original color of vehicle. f. Bead blast, prepare, prime and repaint area of truck frame at tank. g. Maintain contact, by phone, mail, email, or in person, with the Motor Transportation Maintenance COR to resolve difficulties, make decisions or revisions to the repair process as necessary. The contractor is advised that only the MTM COR can authorize changes or modifications to the repair estimate. Period of Performance. The contractor shall complete all repair and remediation work on the P-26 water tanker/tender truck as part of this contract project no later than 45 days after receipt of vehicle. Inspection and Acceptance. The final inspection and acceptance shall take place upon completion of needed repairs. Government Furnished Equipment (GFE) and Government Furnished Materiel (GFM). P-26 water tanker/tender. Contractor Furnished Material (CFM). Contractor shall furnish all materials, equipment, and supplies as needed, to fully carry out the requirements of the repair and rehabilitation project.This is in support of Marine Corps Air Facility (MCAF) at Quantico, Virginia 22172.
