THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive sole source basis to the University of Pennsylvania, 3541 Walnut Street, Philadelphia, PA 19104-6205 to provide the following services to the NIDCR Neurobiology and Pain Therapeutics Section: -RNA sequencing to determine the effect of chronic pain and its treatment on gene expression in DRG, dorsal root, ventral root, and dorsal spinal cord. The objective of this work is to understand the molecular underpinnings of chronic cancer pain in canine patients. These data will form a basis for comparison to similar data obtained in the human. The objective will be achieved by a combined evaluation of cancer pain in canine patients and the measurement of mRNA levels, or other types of molecular biological endpoints, in nervous tissue of nociceptive (pain sensing) neural circuits. The mRNA evaluation method will be next-gen sequencing. This set of research protocols will also encompass evaluation of treatment regimens for cancer pain, in particular the administration of resiniferatoxin via intrathecal injection to client dogs with osteosarcoma. The Contractor will perform this interventional treatment as well as oversee the necropsy to obtain sensory ganglia and spinal cord. Through the molecular analyses of these tissues we will obtain a new very comprehensive understanding of the transcriptional modulation of nociceptive circuits induced by chronic cancer pain in an animal clinical condition that more closely approximates the human in comparison to rodent models. This study will be performed at the Veterinary Clinical Investigations Center of the University of Pennsylvania School of Veterinary Medicine in conjunction with the Neurobiology and Pain Therapeutics Section, Laboratory of Sensory Biology, National Institute of Dental and Craniofacial Research. The sole source determination is based on the fact that the University of Pennsylvania has already provided preliminary services related to this study. Having a new Contractor perform this work would be detrimental to the Government. The delivery point is the National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Bethesda, Maryland. The North American Industry Classification System (NAICS) Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a small business size standard of 500 employees. However, this acquisition is not set-aside for small businesses. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-53 (August 4, 2011). Interested parties may identify their interest and capabilities in response to this synopsis by September 23, 2011 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
