Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to AB SCIEX LLC, 110 Marsh Drive, Foster City, CA 94404 for the acquisition of 1 year Assurance Plan agreement for a QSTAR Elite Mass Spectrometer. The services plan includes the following: Parts, labor and travel for remedial repair; 2PM visits; Guaranteed priority response time 2 business day after receipt of service call; Priority telephone and email access to instrument technical support; Telephone and email access to application technical support; smart Services remote monitoring, which provides for notification to customer of instrument failures or errors that are report by Smart Services monitoring software. AB SCIEX LLC is the sole manufacturer of the QSTAR Elite Mass Spectrometer that includes proprietary hardware and can only be services by AB SCIEX. EPA has identified AB SCIEX LLC, the only vendor capable of satisfy the req uirement. The circumstance permitting is FAR 6.301-1, 'only one responsible source'. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
