Description
This will be a firm fixed price requirements type contract. Contractor shall provide Cisco Training for USARPAC G2.The issue date for this solicitation is estimated to be on or about 19 Sep 2011. Response date above is estimated. Actual proposal due date will be specified in the solicitation and may be earlier or later than 22 Sep 2011. This procurement is a 100% Small Business Set-Aside. A firm is considered a small business if its dollar amount does not exceed $7.0M under NACIS 611420. Telephone request will not be honored. Issued solicitation package will be posted at the Army Single Face to Industry (ASFI) website, http://acquisition.army.mil/asfi/ (go to Contracting Opportunities Search, Select Contracting Office: ACA Fort Shafter, then Continue button). Interested offerors are required to download the solicitation and any subsequent amendments from this website. Once posted on the website, interested offerors are responsible for monitoring the website until the closing date for any issued amendments or changes. You may also email your proposal to nickea.harris@us.army.mil or nickea.harris@shafter.army.mil. Statement of Work USARPAC INOC Cisco Training 1.GENERAL BACKGROUND. This Statement of Work (SOW) addresses the USARPAC INOC Cisco Training requirements - referenced below as the Cisco Trainers. 1.1Description of Services. The Cisco Trainers shall furnish personnel, management, supplies, transportation, lodging to fulfill these requirements. This is a non-personal service contract. The Contractor performing services under this contract will be controlled, directed, and supervised at all times by management personnel. The Contractor management will ensure that individuals properly comply with the performance work standards outlined in the statement of work (SOW). Contractor's personnel will perform the requirements independent of, and without supervision of any Government official or other Defense contractor. The tasks and responsibilities set forth in this SOW may not be interpreted or implemented in any manner that results in any contractor's personnel creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will perform the inspection and acceptance of the completed work. 1.2Requirements. The Cisco Trainers shall be the program facilitators to provide on-island technical training for eight (8) mid-to-senior level Information Technology (IT) personnel supporting an existing Cisco solution. Expected topics covered in the Cisco technical training is outlined in paragraph 7 of the SOW. 1.2.1 Problem Solving. The Cisco Trainers shall identify and expeditiously resolve issues and problems that may impede successful completion of prescribed training. 1.2.2Communications. The Cisco Trainers may have contact with a wide array of technical personnel from Hawaii, Alaska, Japan, and Korea supporting systems and users in those locations. All communication shall be effective, respectful and conducted in a professional manner that encourages two-way communication and mutual respect. DoD policies may be addressed and discussed but may not be presented in a disparaging manner. 1.2.3 Unscheduled Meetings, Events and Requirements. There are no plans or requirements for meetings or events outside of the requested training. Should circumstances occur that impact requirements specified here, the Cisco Trainers will coordinate efforts with the appropriate USARPAC INOC representative. 1.2.4Coordination. The Cisco Trainers are responsible for coordination of all activities related to this contract. The contractor will ensure coordination is conducted through the appropriate USARPAC INOC representative. The USARPAC INOC technical training coordinator is Mr. Jason Tomita, USARPAC INOC Enterprise Services Branch Chief. The USARPAC INOC contract coordinator is Ms. Lori Hoffman, USARPAC INOC Resource Branch Chief. Should either of those individuals be unavailable, questions/concerns and other coordination may be addressed to Mr. Mike Fitzgerald, USARPAC INOC Operations Manager. 1.2.5Presentation. Cisco Trainers will initiate pre-conference assignments six weeks prior to start of the training session. Products/briefings for the conference will be provided 30 days in advance for review/concurrence by the appropriate USARPAC INOC representative. 1.2.6Scheduling. Cisco Trainers are required to comply with the following GAO NLRB opinion and DFAS-IN regulations as specified here: GAO NLRB opinion: a)training provider requires agency to register during current year; b)the training date offered is the only one available; and c)the time between registration and training is not excessive; DFAS-IN Regulation 37-1, Table 8-1 (Basis for Recording Obligations), item 24, training in a civilian institution: a)the training begins within the first 90 days of the next FY, b)training is not readily available from other sources, (note: courses meeting this requirement are generally only offered once a year and options for similar courses meeting the same requirement are not available), and c)training institution requires a non-cancelable contract / advance payment before the end of the current FY to reserve space or pay for instructors. 2.SERVICE PERFORMANCE SUMMARY. The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. Performance ObjectiveSOW ParaPerformance Threshold Training classes are relevant, presented timely and in a professional manner1.2.1100% of the time Customer Satisfaction1.2Service Provider meets the Government expectations and receives a customer satisfaction rating of 95% or higher Business Relations1.2.2Issues and problems are resolved in a timely, professional manner. 3.GOVERNMENT AVAILABLE PROPERTY AND SERVICES FOR CONTRACTOR'S USE 3.1 Facility. Government facilities for the training will be unavailable. The Cisco Trainers are required to coordinate services with an appropriate training facility where the training outlined in paragraph 8 can be conducted in a professional manner. The training facility should have all the necessary components to deliver the training outlined in paragraph 8. There should be adequate parking at the facility to accommodate up to eight (8) students. Parking charges, if any, should be within parking charges appropriate to the location at the facility. 3.2. Transportation. Contractors to provide their own transportation to Honolulu and the respective training location. 4.SPECIAL PROVISIONS. The contractor is expected to conform to the following special provisions. 4.1Quality Control. The Cisco Trainers are responsible for the completeness and accuracy of all work performed under this contract. The government is relying upon the professional quality of the work that the Cisco Trainers shall provide to ensure a successful training experience. 4.2Essential Knowledge and Skills. The Cisco Trainers shall speak, read, and write the English language fluently. English shall be the only language used with regard to this contract for written correspondence, discussions and other business transactions. 5.PUBLIC DISCLOSURE. The Cisco Trainers shall make no public announcements or disclosures relative to information developed for or from this contract (including future plans or programs resulting from this effort) nor to government-owned information made available to the guest speaker. All requests for information shall be directed to Contracting Officer. 6.CONTRACTOR MANPOWER REPORTING APPLICATION (CMRA). "The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address "https://contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractor); (6) Estimated direct labor dollars paid this reporting period (including sub-contractor); (7) Total payments (including subcontractor); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (10) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest City, Country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language, and, (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year." 7.CURRICULUM.
