Market Survey/Request for Information for Common Load Device DESCRIPTION Technical Services and Support - This market survey is being conducted to identify qualified vendors capable of providing Program Management, Systems Engineering, Hardware Engineering/Development, Software Engineering/Development, Systems Integration, Testing, Software/Hardware Support, Training Development, Production, and Post-deployment Software Support. These support elements are required for the following system: Common Load Device (CLD), which has been identified by PD COMSEC as a potential new program of record within the Army Key Management System (AKMS). The CLD may initially augment the Army's current fill device inventory and eventually become a replacement item for the early versions of the Army's Simple Key Loader (SKL), Data Transfer Devices (DTDs), and other legacy fill devices such as the KYK-13 and KYX-15. The CLD may ultimately be a family of load devices of various sizes and capabilities which each meet differing requirements to replace legacy fill devices, as well as meet new and emerging requirements. It will provide all the functions currently resident in the SKL along with new features that make management of Communications Security (COMSEC) key, Electronic Protection (EP) data, Mission data, and Signal Operation Instruction (SOI) quicker and easier. The CLD will also support emerging requirements to configure multiple types of tactical radios, such as the family of Joint Tactical Radio Systems, as well as configure various network nodes within the Army's Warfighter Information Network-Tactical (WIN-T) network. This includes the ability to interface with radio network planning systems, perform file encryption operations, and perform loading of configuration files and key material into tactical radio systems and other End Cryptographic Units (ECUs). Additionally, the CLD may be equipped with a Selective Availability Anti-Spoofing Module (SAASM) Global Positioning System (GPS) chipset which may be used to meet Time-To-First-Fix (TTFF) requirements of Military GPS User Equipment (MGUE) by providing accurate GPS data to the MGUE. Key Performance Parameters (KPPs) of the CLD: KPP 1 - Net-Ready The capability, system and/or service must support Net-Centric military operations. The capability, system, and or service must be able to enter and be managed in the network, and exchange data in a secure manner to enhance mission effectiveness. The capability, system and /or service must continually provide survivable, interoperable, secure, and operationally effective information exchanges to enable a Net-Centric military capability. KPP 2 - Mission Data Services The CLD will support the management and loading of COMSEC material, applications, and algorithms to all Department of Defense (DOD) and other government Cryptographic equipment via DS 101, DS 102 protocols, RS-232, USB host, USB device, and Ethernet. The CLD will be capable of transferring and storing device configuration files to devices such as routers, switches, and end cryptographic units from network management platforms and mission planning platforms. The device will wirelessly transmit and receive data from CLD to CLD in a secure manner. KPP 3 - Interoperability, Standardization and Commonality The CLD will support a broad range of existing DOD Tactical and Strategic cryptographic and communication equipments. The CLD should be a KMI aware device that connects to, and receives key material, applications, and algorithms from, the KMI Primary Services Node (PRSN). KPP 4 - SWAP The CLD may ultimately be a family of load devices of various sizes and varying degrees of capabilities. The CLD will be a self-contained unit without any extruding components excluding fill ports and wireless antennas. The CLD will use commercially available batteries or MIL-STD batteries already accepted in service that meet power requirements. Vendor responses should address the vendor's ability, with program management oversight from PD COMSEC, to design, produce, and support a CLD. Specifically, vendor responses should provide detail on how all KPP requirements can be met. Additionally, vendor responses should address how the following key attributes can be addressed. Key Attributes 1.NSA Type 1 certification 2.Configuration management / audit logging 3.Transfer and storage of different key types 4.Encrypted key and data storage, with or without external battery power 5.Tamper detection and disablement features 6.Support the use of Type 1, 2, and 3 keys; DOD PKI and KMI certificates 7.Field-upgradeable software 8.Support for all Army Capability Set (CS) 13-14 ECUs 9.Secured Android operating system with intuitive user interface 10.User accessible Commercial Off-the-Shelf (COTS) or MIL-STD approved batteries A component which must be addressed in vendor responses is how the vendor could meet PD COMSEC CLD potential timeline requirements. PD COMSEC may require an NSA-certified First Article CLD no later than March 2013. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the ASFI: Army Single Face to Industry at https://acquisition.army.mil/asfi/. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. RESPONSES Responses to this announcement should be submitted via email only to Ms. Susan M. Showler at susan.m.showler.civ@mail.mil. Email submissions should clearly reference "ASFI CLD RFI" in the subject line to permit easy recognition of responses. Responses must contain a Title Page and Synopsis. The title page should contain the vendor name, date, and the name, email and telephone number of the author and/or other points of contact. Responses must be limited to no more than fifty (50) pages and should be submitted only in.PDF format. Responses should provide evidence of vendor experience and briefly summarize the capabilities of the vendor to support the system cited above. Responses should also reflect the vendor's previous demonstrated performance in managing and supporting similar systems comparable in size and complexity. If the vendor has obtained Software Engineering Institute (SEI) Capability Maturity Model (CMM) compliance, responses should also indicate the CMM level for which the vendors business unit that would provide this support has obtained compliance and the year compliance was obtained.
