Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: W91QUZ-11-T-0023 Notice Type: Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W91QUZ-11-T-0023 and is issued as a Request for Quotation, RFQ Under this requirement, the Army Contracting Command--National Contract Region (ACC-NCR) intends to award a commercial, firm fixed price contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-53 August 4, 2011. The applicable North American Industry Classification Standard (NAICS) code is 511210. The small business size standard is [$25,000,000]. This acquisition is set aside 100% Small Business ACC-NCR intends to purchase [(see attached SOW]. These items will be used by [US Army Information Technology. The Government intends to award a Firm Fixed Price contract resulting from this combined synopsis/solicitation. Delivery and installation shall be NLT 1 October 2011. Delivery, Inspection, Acceptance and FOB Point are US Army Information Technology Agency 6607 Army Pentagon RM ME884. Packaging shall be IAW standard commercial practices to ensure safe delivery to destination point. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows: The following factors shall be used to evaluate offers: [Lowest Price Technology Acceptable (LPTA)]. Offerors shall include a completed copy of the provision at FAR 52.212-3, Alt 1 Offeror Representations and Certifications Commercial Items, Alternate I with their offer. Also in accordance with the clause, all prospective offerors must be actively registered in the Central Contractor Registration prior to award. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition and is incorporated by reference. As prescribed in 32.705-1(a), insert the following clause: Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. [Statement of Work 1.0 Introduction/ Objective ETF/A Software maintenance, a proprietary Software License which is a product of EKC, Inc. utilized to maintain system password and Identifications. Maintenance allows ITA to receive software updates or technical support from the vendor, which results in the software maintaining compatibility with the zOS Operating System. 2.0 Tasks/ Requirements The contractor shall: 2.1 Provide maintenance in support of its ETF/A (password and Identifications) software to the Pentagon Data Center Services Directorate. 2.2 Provide software updates via electronic keys, to the Data Center Technical Point of Contact to ensure software is operational. 2.3 Provide technical support to ensure software maintains compatibility with the z/OS Operating System. 3.0 Delivery Location US ARMY INFORMATION TECHNOLOGY AGENCY 6607 Army Pentagon Washington DC 20310 4.0 Period of Performance The Period of Performance is October 01, 2011 to September 30, 2012.
