Description
The U.S. Government is seeking to lease approximately 21,988 rentable square feet yielding approximately 19,120 ANSI/BOMA square feet of contiguous office and related space in metro Birmingham, AL within the following delineated area: DELINEATED AREA: (See map attachment.) Point of Beginning (POB), I-65 Interchange (Exit 256), at Oxmoor Road; Southwest along Oxmoor Road to intersection with Vulcan Road; North on Vulcan to intersection with W. Valley Avenue; Southwest on W. Valley Avenue to intersection with W. Valley Avenue, Barber Court, W. Oxmoor Road, and Montevallo Road; North on Montevallo Road to intersection with Industrial Drive; Southwest on Industrial Drive to intersection with Industrial Lane; Southwest on Industrial Lane to intersection with Frankfurt Drive; South on Frankfurt Drive to intersection with Lakeshore Parkway; West on Lakeshore Parkway to intersection with Alabama Highway 150; Southeast on Alabama Highway 150 through I-459 interchange (Exit 10), Alabama Highway 150 then is named John Hawkins Parkway; East on John Hawkins Parkway to intersection with Riverchase Drive; South on Riverchase Drive to intersection with Lorna Road; South on Lorna Road that is also named Old Montgomery Highway to intersection with Pelham Parkway; South on Pelham Parkway to intersection with Cahaba Valley Road; East on Cahaba Valley Road to I-65 interchange (Exit 246); North on I-65 to interchange (Exit 252) with Montgomery Highway 31; North on Montgomery Highway 31 to intersection with Oxmoor Road; West on Oxmoor Road to Point of Beginning (POB). REQUIRED: Forty Seven (47) reserved parking spaces on site are required for Government Owned Vehicles (GOVs). The agency desires to have the parking spaces for GOVs secured. A ratio of 4.3 parking spaces per 1,000 useable sf is required for employee's personal vehicles. An allocation for visitor spaces is required in addition to employee vehicles and GOVs. The agency requires space on the ground floor (defined as directly accessible from the parking area without using steps or an elevator). If adequate space is not available on a ground floor, the agency will consider space on upper floor(s) so long as space is contiguous (stacked directly above) and can be accessed by stairs and elevator. The building site must not be located within a 100-year flood plain. The resulting lease for this project is for the tenant, the Mine Safety and Health Administration (MSHA). Due to the regulatory nature of MSHA's role over the mining industry, the Agency desires to avoid the appearance of any conflict with the industry, including being housed in facilities owned by a person or persons with any interest in the mining industry. We require that a mine operator or mining business, may not own 49 percent or more of the company or other entity owning the property to be leased. Thus, interested parties with an interest in the mining industry are not invited to submit bids for this project. Any potential offeror who responds to this solicitation is required to submit a signed and dated statement indicating that he or she has NO more than 49% interest in the mining industry. The agency preference is for existing buildings, located in a commercial district with attractive surroundings. Adaptive re-use of all commercial structures will be considered. All services, supplies, utilities, and tenant alterations are to be provided as part of the rental consideration. The offered space must meet Government requirements for Fire Safety and Handicapped Accessibility. The Government does not accept sub-leases. Additional special requirements that apply will be addressed in the market survey and the subsequent solicitation for offers. LEASE TERM: Term is for fifteen (15) years, ten (10) years firm, with the Government having cancellation privileges after ten (10) years.
