Description
THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Veterans Affairs VISN 4, Wilmington Veterans Affairs Medical Center, intends to award a sole-source firm fixed contract in accordance with FAR Subpart 6.302-1. This requirement is for the services of a board certified Contractor in Nephrology and possess Basic Cardiac Life Support. Plus all other required certifications, registrations and licenses relevant to nephrology services. NAICS Code 621111. The solicitation will not be posted. For any questions please contact Joseph.smith2@va.gov (302)994-2511 x 7523. PERFORMANCE WORK STANDARDS (PWS) PROVIDE NEPHROLOGY SERVICES AS LISTED BELOW FOR THE DEPARTMENT OF VETERAN S AFFAIRS. SUPPLIES/SERVICES Following is the scope of services expected between the Wilmington, Veterans Affairs Medical Center (VAMC) and the contractor that will be the basis for Nephrology services. For the purposes of these discussions, VA will refer to the Wilmington VA Medical Center, and Contractor Contractor must be board certified in Nephrology and possess Basic Cardiac Life Support. Plus all other required certifications, registrations and licenses relevant to the positions. All must be maintained throughout the life of the contract. The contractor will only see those patients authorized by the VA. The contractor will not see unauthorized patients under this contract and will not be reimbursed for such. Patients are authorized for services through being scheduled in the outpatient clinic of having an inpatient consult placed by another Provider. The contractor is responsible for: Patient Safety Evaluate and manage the full spectrum of acute and chronic kidney disease, including fluid and electrolyte disorders, urolithiasis, resistant hypertension, and transplantation. Provide both inpatient and outpatient renal consultation services, renal replacement therapy, temporary dialysis catheter insertion, and percutaneous renal biopsy. Conduct rounds on inpatient Nephrology consult patients and coverage of clinic patients. Provide guidance to rotating residents and medical students. Maintain compliance with all documentation guidelines Coverage will be provided primarily during normal clinic hours (8:00am-4:30pm). Occasional evening/weekend call coverage will be required, and will be coordinated through the Medical Service Office. Likely not to exceed a total of 30 days per year, but this is just an estimate. 30 day notice will be provided to the contractor for above coverage. In the performance of these duties, the contractor is expected to write orders for diagnostic tests, prescribe medications and complete appropriate documentation of care utilizing the VA's computer medical records system. The contractor will practice in accordance with professional standards and core values, with a commitment to excellence in the service of our patients. The contractor will also meet or exceed Joint Commission Standards while working within the guidelines of this PWS. The contractor must be fingerprinted, pass a physical examination and be fully trained on the VA Computerized Patient Record System (CPRS) prior to beginning employment. The estimated time for training, physical and paperwork is half a day at the expense of the Contractor. The contractor will be required to be credentialed and privileged and agrees to complete all mandatory training and orientation. Quality Measures: 1.Regular chart reviews will be done to ensure the standard of care meets all VA measures. Quality reviews will be reported to clinical contracts committee on a quarterly basis. 2.Inpatient consults will be responded to within 24 hours. 3.Ongoing contractor monitoring will be conducted under the Ongoing Professional Practice Evaluation requirement, which will require a review of practitioner performance every 6 months or two years depending on patient volume. 4. Contractor will be required to sign in and out in a provided log to monitor hours worked. For on call and other off tour requirements monitoring of hours worked will be done according to VA policy which could be updated during the term of this contract.
